Benefit & Eligibility Software Tester (Operations & Policy Analyst 1)

About the Role

The Oregon Eligibility Partnership (OEP), part of the Oregon Department of Human Services (ODHS), is looking for talented individuals with a passion for public service to join our team as a Benefit & Eligibility Software Testing Specialist. In this role, you will analyze defect fixes, research design documents, write and execute test cases, and coordinate testing efforts with business partners. You will act as a resource for staff on policy and procedures, ensuring programs are determined correctly through user acceptance testing (UAT).

Responsibilities

• Execute software test cases to verify system outputs comply with specifications and standards.
• Develop initial (mock) data to support test case performance.
• Perform test scripts with analytic care and scrutiny; expand ad hoc testing as needed.
• Document all test results, screens, steps, outcomes, and system behavior in the designated test tracking/defect management repository.
• Compile and analyze test results to draw pass/fail conclusions; propose disposition, escalation, severity, and priority.
• Inform go/no-go decision makers based on test results and defect analysis.
• Plan and conduct analytical research related to testing software enhancements; prepare written test cases and procedures.
• Evaluate business requirements, design specifications, and support documentation to develop testable conditions with pass/fail criteria.
• Obtain data from interviews or other sources to evaluate software fixes and enhancements.
• Collaborate with business operations, policy units, senior analysts, and test team leads regarding change requests, requirements, and design solutions.
• Develop system knowledge to become a subject matter expert on functionality and software testing standards.

Requirements

• A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science, or any degree demonstrating relevant knowledge and skills; OR any combination of experience or education equivalent to three years of technical-level experience supporting the knowledge and skill requirements.

Qualifications

• Advanced knowledge of system functionality, operational procedures, and eligibility determination for two or more ONE System integrated programs (TANF, ERDC, SNAP, TA-DVS, Non-MAGI, or MAGI Medical).
• Experience understanding, executing, and accurately documenting test scenarios and results.
• Experience multitasking under tight deadlines while achieving accurate outcomes.
• Experience collaborating effectively with team members, subject matter experts, agency personnel, and third-party vendors.
• Skill in understanding complex system operations and analyzing unexpected system behavior.

Working Conditions

• Regular work schedule: 8 hours per day, Monday–Friday, 8:00 AM–5:00 PM. Compensated overtime may be required with supervisor approval.
• Occasional travel; must have a valid driver’s license and acceptable driving record (or alternative transportation).
• Hybrid remote work: Essential functions performed mainly from home, with potential in-office or site visits as needed.
• Contact with individuals exhibiting anger or frustration; fast-paced, high-volume environment with keyboarding and paperwork.
• Long periods of sitting at a computer; ongoing pressures including multitasking and frequent priority changes.

Pay

Salary range: $4,519 – $6,904 per month.

Schedule

Full-time, permanent position. Regular schedule: Monday–Friday, 8:00 AM–5:00 PM.
