Responsibilities

• Investigates compliance of agencies & facilities and provides technical assistance and supervision.
• Directs and governs regulatory compliance operations across the behavioral services unit to ensure absolute alignment with ICF, HCBS, and state regulatory standards.
• Leads systematic internal reviews, audits, and clinical investigations regarding behavioral service delivery, identifying organizational gaps and formulating targeted corrective action plans to protect patient safety.
• Provides high-level technical assistance, expert clinical guidance, and consultation to multi-disciplinary teams and internal departments to improve treatment program implementation and resolve systemic issues.
• Holds ultimate clinical governance and decision-making authority for the multi-disciplinary team, systematically reviewing, modifying, and approving all non-medical clinical interventions and behavioral plans.
• Applies advanced principles of Applied Behavior Analysis (ABA), Positive Behavioral Interventions and Supports (PBIS), Traditional Therapeutic Interventions (Ex. Cognitive Behavioral Therapy) and trauma-informed care to navigate acute clinical emergencies—such as severe patient aggression, acute psychiatric crises, or profound self-injurious behavior—where standard facility protocols are inadequate, requiring the immediate fabrication of custom crisis-stabilization plans.
• Formulates and implements department-wide clinical policies and procedures, translating broad organizational goals into tactical, site-specific operational guidelines.
• Drives quality assurance and regulatory remediation by continuously monitoring behavioral department audits, tracking deficiencies, and independently enforcing comprehensive plans of correction.
• Evaluates chronic, multi-layered treatment failures by analyzing historical data, clinical precedents, and psychological models to diagnose the root cause of patient regression and systematically design novel, individualized behavioral intervention strategies.
• Governs the comprehensive operational budget of the Behavioral Services Department, strategically forecasting long-term expenditure trends and resource demands to maximize clinical efficacy and staff development while maintaining absolute compliance with State of Colorado fiscal rules.
• Establishes spending priorities and fiscal governance protocols, continuously analyzing structural budget variances and systemic resource limitations to strategically redirect funding toward critical clinical needs.
• Enforces strict internal controls by auditing and approving all unit procurement requests prior to purchase, evaluating every request for both fiscal propriety and environment-of-care safety compliance.
• Serves as the primary authority for credit card (PCARD) program compliance within the unit, establishing mandatory operational workflows to guarantee full adherence to state procurement rules and financial regulations.
• Executes formal authority as the designated Approving Official (AO), conducting monthly forensic reviews of all financial documentation, reconciliation records, and receipts to ensure zero-defect audit readiness.
• Maintains full background checks, including CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, reference checks, professional license verification (licensure requirements), drug screen, PREA (Division of Youth Services), trails check (direct contact with children), CAPS (direct contact with adults – Mental Health Institutes, Regional Centers, Veterans Community Living Centers).
• Manages the unit's response to formal financial and operational audits, directing the timely aggregation of data and formulating remediation strategies to resolve any noted variances ahead of statutory deadlines.
• Collaborates with the Facility Director to strategically align discretionary funding models, such as monetary incentive and reward systems, with broader organizational retention and performance goals.
• Functions as the designated Agency Duty Officer on a rotating weekly schedule, providing 24/7 administrative oversight and rapid-response command for critical operational and clinical emergency calls.
• Directs live crisis interventions and real-time risk assessments, generating comprehensive clinical documentation and deploying immediate support frameworks to de-escalate severe behavioral or operational conflicts.
• Completes complete physical intervention training provided by the Regional Centers on Safety Care.

Qualifications

• Minimum Qualifications: Must possess and maintain a valid license as a Licensed Psychologist (LP), Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), or hold a Board Certified Behavior Analyst (BCBA) certification (or an equivalent valid license or certification).
• Experience: Eight (8) years of relevant experience in an occupation related to the work assigned to this position OR a combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.
• Preferred Qualifications: Relevant years of state service experience. Two (2) years of directly supervised experience developing and implementing behavioral support plans utilizing established approaches, including Behavioral Analysis or Positive Behavioral Supports that are consistent with best practice and research on effectiveness for individuals with developmental disabilities. Experience supervising others.
