Connecticut Valley Hospital (CVH) provides trauma-informed, gender-responsive treatment that empowers individuals to manage recovery, improve quality of life, and return to the community.

About the Role

This position plays a direct role in supporting patient and staff safety, reducing behavioral health risks, strengthening the clinical team, and ensuring that highly acute young adults receive effective, coordinated, and supportive treatment at the Young Adult Services (YAS) Unit in Middletown.

  • Manages clinical staff and program operations
  • Coordinates and plans program activities
  • Develops program goals and objectives
  • Monitors and evaluates staff performance and identifies training and professional development needs
  • Supports quality assurance and regulatory compliance, responds to critical incidents, and promotes patient rights and cultural diversity
  • Works closely with DMHAS leadership and serves as a key liaison between the Young Adult Services Unit and the broader Young Adult Services section

A comprehensive medical examination, including drug screening, is required following a conditional offer of employment. All state employees must comply with Connecticut’s Drug-Free Workplace Policy.

Responsibilities

  • Manages the staff and operations of a clinical program, discipline, or specialized area
  • Coordinates, plans, and manages program activities
  • Formulates program goals and objectives
  • Develops or assists in the development and implementation of related policy
  • Interprets and administers pertinent laws
  • Monitors and evaluates staff
  • Prepares or assists in preparation of program budget
  • Maintains contacts with individuals both within and outside of the program who might impact program activities
  • Ensures program compliance with standards established by outside monitoring agencies
  • Participates in grant and contract preparation and administration
  • Manages the recruitment, selection, and retention of program staff
  • Ensures compliance with quality assurance findings and recommendations
  • Promotes cultural diversity in the workplace and ensures client/individual rights
  • Identifies and plans training and development needs
  • Analyzes problems at the program level and takes appropriate action
  • Initiates workforce planning and monitors staff utilization to meet identified goals
  • Prepares or oversees preparation of reports
  • Investigates and responds to critical incidents
  • May represent the program in grievances and hearings
  • May perform clinical duties

Requirements

Minimum Qualifications - General Experience:

  • Four (4) years of professional experience in behavioral health care
  • A Master’s degree in a clinical discipline, public health administration, health care administration, or hospital administration

Minimum Qualifications - Special Experience:

  • Two (2) years of the General Experience must have been supervising professional staff

For state employees, this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor, or Supervising Clinician.

Preferred Qualifications

  • Experience supervising program staff in a hospital setting
  • Experience treating, or supervising the treatment of, young adults with severe mental illness
  • Experience preparing for and undergoing surveys from regulatory bodies such as TJC and DPH
  • Experience leading a multidisciplinary team
  • Experience working with senior leadership to formulate and implement program goals
  • Experience with program development

Special Requirements

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist, or alcohol and drug counselor.

Schedule

1st shift, 40 hours per week
8:00 AM - 4:30 PM
