AUDITOR (I/ II) Non - Competitive Progression

Incumbents may be selected at a level equal to their experience: Level I, II, Senior Auditor, Lead Senior Auditor, or Audit Project Supervisor. Advancement opportunities include:

  • Non-competitive progression to Auditor II (NF-4A) upon completing qualification requirements and training within a 2-year timeframe; advancement requires at least 1 year in the current position.
  • Non-competitive progression to Senior Auditor (NF-4B) upon completing qualification requirements and training within a 3-year timeframe; advancement requires at least 2 years in the current position.
  • Non-competitive progression to Lead Auditor (NF-4C) upon completing qualification requirements and training within a 2-year timeframe; advancement requires at least 2 years in the current position and is contingent upon vacancy availability.
  • Non-competitive progression to Audit Project Supervisor (NF-4D) upon completing qualification requirements and training within a 2-year timeframe; advancement requires at least 2 years in the current position and is contingent upon vacancy availability.

About the role

Performs assigned audit tasks with limited supervision and leads limited-scope (less complex) audits or reviews under the supervision of a Lead Senior or Audit Manager. Reviews audit performance objectives, information systems, and evaluates the impact of economic, financial, and managerial programs in conformance with NEXCOM and MWR policies and procedures, applying professional auditing standards, specifically Government Auditing Standards.

Responsibilities

  • Assists in conducting financial, operational, compliance, and IT audit engagements in accordance with professional and Government Auditing Standards.
  • Gains working knowledge of operations, policies, procedures, and compliance requirements for assigned audit areas.
  • Evaluates the adequacy and effectiveness of internal controls to assess organizational risks.
  • Collects and evaluates information, documenting results.
  • Assists in developing audit findings and presenting recommendations to management.
  • Completes required training in audit processes per NEXCOM and Government Auditing Standards.
  • Assists with follow-up on audit findings.
  • Communicates audit status and findings effectively to auditees and audit management.
  • Supports a positive, team-oriented environment.
  • Performs other related duties as assigned.

The incumbent must file a Financial Disclosure Report (OGE Form 450).

Requirements

Level I, Auditor I

  • General Experience: Three years of experience in accounting or auditing, or successful experience in highly responsible accounting functions, supplemented with 24 semester hours of accounting courses.
  • Substitution of Education for Experience: A four-year bachelor’s degree with an accounting major, or a bachelor’s degree with at least 24 hours in accounting, or possession of a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) certificate obtained through written examination.
  • Specialized Experience: One year of progressively responsible experience demonstrating knowledge of accounting/auditing principles, techniques, and methods; ability to conduct Generally Accepted Government Auditing Standards (GAGAS) engagements; and ability to report on review results.

Level II, Auditor II

  • General Experience or Education: Same as Level I.
  • Specialized Experience: Two years of progressively responsible experience demonstrating knowledge of accounting/auditing principles, techniques, and methods; ability to conduct operational audits; and ability to report on review results.
  • Certificate/License (one of the following preferred):
    • Certified Public Accountant (CPA)
    • Certified Internal Auditor (CIA)
    • Certified Information Systems Auditor (CISA)
    • Other audit-related designations

Senior Auditor

  • General Experience or Education: Same as Level I.
  • Specialized Experience: Two years of progressively responsible experience demonstrating knowledge of accounting/auditing principles, techniques, and methods; ability to conduct GAGAS engagements; and ability to report on review results.
  • Certificate/License (one of the following preferred):
    • Certified Public Accountant (CPA)
    • Certified Internal Auditor (CIA)
    • Certified Information Systems Auditor (CISA)
    • Other audit-related designations

Lead Senior Auditor

  • General Experience or Education: Same as Level I.
  • Specialized Experience: Three years of progressively responsible experience demonstrating knowledge of accounting/auditing principles, techniques, and methods; ability to conduct GAGAS engagements; and ability to report on review results.
  • Certificate/License: Other audit-related designations preferred.

Full-Time (35+ hours per week)
