Audit & Expenditure Officer

Nakupuna Solutions is seeking an Audit & Expenditure Officer to support the Office of Program Transition and Supply Chain (PTSC), which leads the Department of State’s health systems transition planning for the Bureau of Global Health Security and Diplomacy (GHSD). PTSC develops and oversees bilateral transition MOUs and country implementation plans, sets requirements and standards, and monitors progress. The office also serves as GHSD’s center of excellence for private-sector engagement, private-finance mobilization, and economic analysis, while managing the global supply chain contract for HIV, malaria, and TB commodities across over 70 countries.

About the role

The Audit & Expenditure Officer will provide technical support and oversight for countries receiving U.S. government health foreign assistance, focusing on co-investment policy, audits, and expenditure reviews. Responsibilities include compiling and analyzing partner government budget and expenditure data to ensure consistency, transparency, and accountability, as well as developing standardized reporting processes and tools.

Responsibilities

• Develop and disseminate standardized reporting processes, indicators, and tools for co-investment audits and expenditure reporting.
• Provide technical support and oversight to country teams on audit, budget, and expenditure reporting implementation and compliance.
• Review and assess findings to ensure alignment with bilateral health MOU requirements.
• Train and build capacity of country teams and partners on standards and best practices.
• Coordinate with internal and external stakeholders to address audit- and government finance-related challenges.
• Draft or co-author USG and interagency policy papers, strategy documents, and guidance related to co-investment, health financing, and donor-to-country transition.
• Contribute to internal knowledge platforms by posting relevant analyses, tools, and lessons learned from audit and expenditure reporting efforts.
• Compile data sets for analysis of partner government health budgets and expenditures.
• Establish standardized audit process and indicator guidance documents.
• Create training materials and capacity-building sessions for country teams.
• Compose oversight and compliance reports.
• Provide recommendations for process improvements and best practices.
• Conduct analysis of budget and expenditure data from partner governments.
• Produce monitoring reports summarizing financing trends, risks, and progress toward country ownership and sustainability.

Requirements

• Master’s degree or higher in Public Health, Finance, International Development, or a related field.
• Minimum 7 years of experience in international development and/or global health.
• At least 5 years of experience working with a multilateral development institution (e.g., the World Bank).
• Background in public health, health systems, economics/financing, and monitoring and evaluation.
• Secret Clearance required; must be a U.S. citizen.

Pay

The projected compensation for this position is $140,000.00 to $165,000.00 (annualized USD). The salary range represents the typical range for this position and is one component of Nakupuna Companies' total compensation package.
