About the role

The Public Regulation Commission ("PRC") consists of three Commissioners appointed by the Governor and regulates public utilities as provided by law. The Legal Division is statutorily mandated to provide legal counsel to all divisions, including the Utility Division and other divisions in litigated matters before the Commission, as well as in matters not involving contested proceedings.

This position provides legal counsel to the Utility Division and other divisions, and to the Commission at large in non-contested matters. Key responsibilities include delivering legal services to the Utility Division in docketed proceedings before the Commission and advising the Commission and other divisions on legal issues such as the Inspection of Public Records Act.

Responsibilities

• Provide legal counsel to the Utility Division and other divisions in docketed proceedings before the Commission.
• Advise the Commission and other divisions on legal issues outside of contested proceedings, including compliance with the Inspection of Public Records Act.
• Represent the Utility Division in matters before the PRC.
• Provide legal services to other divisions and the Agency in non-contested matters.

Requirements

• Juris Doctorate degree from an accredited school of law.
• Must be licensed as an attorney by the Supreme Court of New Mexico or qualified to apply for a limited practice license.
• All Attorney classifications must remain licensed as an attorney in good standing by the Supreme Court of New Mexico, or licensed in another state and eligible for a limited license under Rules 15-301.1 and 15-301.2 NMRA.

Qualifications

• Experience with regulatory law.
• Strong legal research and writing abilities.
• Strong analytical and organizational skills.
• Experience in utility regulation is helpful but not required.
• Background in civil and/or criminal litigation, including courtroom experience, presenting, defending, and cross-examining witnesses (both lay and expert).
• Experience with case management and balancing priorities, including meeting deadlines effectively.

Working Conditions

• Work is performed in an office setting; late hours, weekends, on-call, and callback work may be required.
• Regular exposure to video display terminal and keyboard usage.
• Exposure to stressful situations and frequent time constraints.
• Travel is required.
• Possible exposure to irate clientele.
