Asst Property Manager
About the role
Phipps Houses is one of the nation’s oldest and largest not-for-profit developer/owners of affordable housing. It is a multi-faceted real estate organization involved in the development, finance, construction, and asset management of new and rehabilitated multi-family housing for low- to middle-income New Yorkers. Through its subsidiary, Phipps Houses Services, Inc., it conducts residential and some commercial property management, and its tax-exempt affiliate, Phipps Neighborhoods, provides human services to its development communities. This position is an integral part of a dynamic management team, providing advisory and organizational support, and affordable housing programming knowledge to ensure the smooth, efficient operation of a property.
Responsibilities
- Supervisory Responsibilities: In coordination with the Property Manager and/or Area Manager, carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws, overseeing office and maintenance staff at the property. Ensures maintenance staff carry out assigned duties with necessary resources and tools. Oversees site office staff to ensure documents, reports, and tenant information are handled professionally and filed timely.
- Accounts Receivables: Oversees the timeliness of rent collections. Reviews monthly rent collection status using Yardi Voyager reports. Coordinates with the Legal department and attorneys to initiate court proceedings for delinquent tenants. Sends reminder notices and appears in housing court if necessary. Collects tenant data for court proceedings and ensures timely action on collection cases.
- Continuous Learning: Stays updated on new rules, regulations, and trends from federal, state, and local agencies and municipalities to remain proactive in affordable housing compliance.
- Team Work: Develops strong working relationships with various Phipps’ departments, including Human Resources, Purchasing, Bookkeeping, and Accounting. Uses communication and organizational skills to create efficient workflows.
- Leasing: Works closely with the Property Manager and the Re-Rental and Lease Renewal Departments to ensure vacancies are rented quickly. Assists with move-ins, move-outs, unit inspections, and timely turnaround of vacant units.
- Customer Service and Follow-up: Provides effective, respectful communication between management, maintenance, and residents. Ensures prompt responses to inquiries and requests, embodying Phipps Houses professionally.
- Yardi: Monitors tenant activity in Yardi Voyager for lease renewals, vacancies, and rent delinquencies, taking necessary action where appropriate.
- Flexibility: Handles varied daily tasks and other duties as assigned by Senior Management.
Requirements
- Bachelor’s Degree preferred. Minimum High School Diploma or 60 college credits plus 3 years’ experience in affordable real estate management.
- Experience with Low Income Housing Tax Credit (LIHTC) Program, HOME, Section 8, Supportive Housing, and HCR Rent Stabilization.
- LIHTC specialist accreditation preferred.
- Experience with Yardi Voyager; ability to produce various reports for property oversight.
- Excellent written and verbal communication skills.
- Ability to assess situations, make reasoned decisions, and execute plans with Property Manager approval.
- Proficiency in Microsoft Word and Excel.
- Strong math skills.
- Notary License a plus.
- Bilingual (Spanish) a plus.
Skills
- Language Skills: Ability to read and interpret documents such as safety rules, operating instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees.
- Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.
- Reasoning Ability: Ability to solve practical problems and deal with concrete variables in situations with limited standardization. Ability to interpret instructions in written, oral, diagram, or schedule form.
