Associate Response System Officer (P2), US-Funded Junior Professional Officer

About the Role

The Cost-Free Expert (CFE) position is sponsored by IAEA Programs in the non-Safeguards department of the IAEA. The incumbent will serve as an Associate Response System Officer (P2) within the Incident and Emergency System – Preparedness Group, reporting to the Director of the Incident and Emergency Centre under the Department of Nuclear Safety and Security.

Main Purpose

The incumbent will contribute to the maintenance of the IEC’s operational area infrastructure, training of IAEA Secretariat staff for emergency response positions, development of tools for the IEC’s operational area, and maintenance of Member States’ emergency contact points details.

Responsibilities

• Collaborate on the development of requirements for and testing of the IEC operational tools.
• Participate in the preparation, conduct, and evaluation of emergency response exercises in the IEC’s operational area.
• Contribute to the training of IAEA staff emergency responders, including conducting training for response positions.
• Consult and advise colleagues on tasks related to infrastructure and internal training.
• Provide guidance to stakeholders (staff of emergency contact points in Member States) on the use of operational tools.

Key Results Expected

• List of requirements for functions of operational website in development.
• Analysis of communication tests with emergency contact points in Member States.
• Identification and evaluation of issues during emergency exercises (or actual events).
• Collection and analysis of data for the periodic review of the internal training programme.

Required Expertise

• Emergency Planning: Expertise and experience with development and maintenance of arrangements for response to nuclear or radiological emergencies.
• Emergency Preparedness and Response: Expertise on the general principles and criteria for emergency preparedness and response.
• Emergency Response Exercise Planning: Proven expertise on the preparation, conduct, and evaluation of emergency exercises.
• Information Management and Technology: Experience in the development of applications for emergency response, and knowledge of hardware for operational rooms.

Qualifications

• University degree in Physical Sciences, Engineering, Radiation Protection, or a related field.
• Minimum of two years of experience in preparedness and response to nuclear or radiological emergencies.
• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, and Spanish) is an asset.

Schedule

Full-time, fixed-term appointment for 2 years.
