About the role

The Associate Commissioner of Juvenile Operations serves as an advisor to the Commissioner and the Chief of Staff on matters concerning juvenile court probation services. They assist in directing managerial staff that plan, coordinate, and implement juvenile probation services throughout the five boroughs of NYC.

Responsibilities

  • Directly manage and supervise juvenile probation services across the five boroughs of NYC.
  • Develop and implement innovative programs for juvenile probationers to enhance their life trajectories and public safety.
  • Collaborate with the New York City Police Department, borough District Attorneys' Offices, Legal Aid/Defense Counsel, other city and state agencies, and not-for-profit organizations to design and deliver programs that support positive youth development and address various needs such as education, employment, housing, domestic violence, mental health, substance abuse, sex offending, and family intervention.
  • Oversee the allocation and assignment of staff in Juvenile Operations city-wide; ensure manageable caseloads and adequate support staff for probation and supervisory probation officers.
  • Recommend organizational changes, reengineer business processes, and apply innovative methodologies to ensure appropriate resource allocation and streamline procedures.
  • Maintain oversight of borough office operations to ensure alignment with agency goals and objectives; adjust managerial focus as needed to achieve desired outcomes.
  • Identify and address ongoing training needs for both line and managerial staff.

Requirements

  • A baccalaureate degree from an accredited college and four years of full-time paid experience in counseling or casework in a recognized agency adhering to acceptable standards in probation, parole, social services, psychiatric or medical social work or related field, with at least 18 months of experience in a responsible supervisory, administrative, or consultative capacity.
  • A combination of education and/or experience equivalent to the above, with at least 18 months of experience in an administrative, managerial, executive, consultative, or supervisory capacity performing activities related to the duties of the position.
  • Comprehensive knowledge of New York City and State Penal and Family Court Systems is preferred.
  • Ability to analyze and recommend policies and procedures with strategic foresight, propose innovative approaches to complex problems, inspire and motivate juvenile probation staff, and present the agency's position in meetings with high-level officials and other government and private entities.
  • Residency Requirement: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.

Qualifications

  • A baccalaureate degree from an accredited college.

Skills

  • Ability to analyze and recommend policies and procedures with strategic foresight.
  • Ability to propose innovative approaches to complex problems.
  • Ability to inspire and motivate juvenile probation staff to embrace and implement new approaches or goals as determined collaboratively with the Commissioner.
  • Comprehensive knowledge of New York City and State Penal and Family Court Systems.
  • Skilled at public speaking and the proven ability to present the agency’s position in meetings with high-level officials and other government and private entities.
  • Knowledge of best practices in the area of motivating juveniles under supervision.

Pay

$103,355.00 – $260,030.00
