KCHA has an exceptional opportunity for a deeply skilled professional to join the leadership team in the Property Management Department as Assistant Vice President of Property Management - Administration. The AVP assists the Senior Vice President of Property Management in providing administrative oversight for KCHA’s owned and managed federally subsidized housing programs. King County Housing Authority is the largest provider of affordable housing in the Pacific Northwest and a nationally recognized leader in affordable housing.

About the role

The AVP of Property Management - Administration ensures consistent administrative oversight for KCHA’s owned and managed, federally-funded housing communities. This role involves supervising Regional Managers, establishing operating procedures, and maintaining high customer service standards. The AVP collaborates with the AVP of Property Management - Maintenance to create standards for site-based maintenance crews and works closely with other departments to optimize housing stability and resident success.

Responsibilities

  • Ensures customer service standards, operating procedures, and performance targets are established and implemented consistently across all federally-funded housing communities.
  • Supervises KCHA’s Regional Managers, providing mentorship, coaching, and guidance to build strong, inclusive teams.
  • Cultivates strong management and leadership development practices across administrative staff and site-based maintenance teams in collaboration with the AVP of Property Management - Maintenance.
  • Collaborates with the AVP of Property Management - Maintenance to administer uniform operating standards and strong supervision of site-based maintenance crews.
  • Updates operating procedures and establishes communication standards between Resident Services and Property Management to optimize housing stability and resident quality of life.
  • Supports the development of portfolio budgets and provides ongoing fiscal oversight to portfolio teams.
  • Promotes effective learning, development, and succession planning across Property Management teams through collaboration with HR.
  • Collaborates with KCHA’s counsel to create consistent lease enforcement practices that uphold Fair Housing laws while promoting housing stability.
  • Optimizes the use of shared community spaces and portfolio office environments in coordination with the AVP of Property Management - Maintenance and VP of Resident Services.
  • Interfaces with technical support to ensure administrative optimization of KCHA’s Housing Management software system.
  • Serves as a departmental ombudsman, troubleshooting resident complaints and ensuring consistent responses to legislators, HUD, and other officials.
  • Supports the Compliance Department in file audits and regulatory compliance.
  • Collaborates with the Office of Equity, Diversity, Inclusion, and Belonging to eliminate barriers related to cultural differences, language, and communication styles.

Requirements

  • Bachelor’s degree and considerable experience in property management, particularly in affordable, subsidized, or low-income housing, or an equivalent combination of experience and education.
  • Knowledge of KCHA and related industry policies, practices, and legal guidelines.
  • Experience supervising staff, including coaching and mentoring to support organizational and individual goals.
  • Proven success in building productive, engaged teams with a focus on staff development.
  • Exceptional program management skills, including prioritizing and handling multiple projects simultaneously.
  • Strong communication skills to convey plans, strategies, and recommendations clearly to leadership, colleagues, and staff.
  • Ability to analyze and develop effective policies and procedures.
  • Strong critical-thinking skills to evaluate information, implement timely decisions, and make recommendations.
  • Cultural sensitivity and competency in serving economically disadvantaged, diverse populations, including homeless and special-needs households.
  • Proficiency in budget development, planning, analysis, and tracking.
  • Knowledge of Housing Management Information Software (HMIS) and familiarity with related tools (e.g., Adobe, DocuSign, OnBase, MS Office).

Special Requirements

  • Final candidates may be required to complete a driver’s and criminal background check.
  • Must be able to travel regularly between work sites and have reliable transportation; a valid driver’s license may be required.

Pay

Salary range is $144,695.00 to $202,571.78, with a midpoint of $173,632.95.

Schedule

After initial onboarding, this role may work remotely up to 60% in accordance with KCHA’s flexible work arrangements. The ability to report to the Central Office in Tukwila may occasionally be required. Some local travel may be needed to support KCHA business needs.

Work Environment

This role requires occasional exertion of up to 10 pounds of force and regular use of speaking, hearing, and repetitive motions. Work primarily involves sitting, with occasional standing, walking, and reaching. The position requires clear vocal communication, the ability to perceive information at normal spoken word levels, and visual inspection of small details. Work is generally in a quiet office environment but may occasionally require exposure to outdoor weather conditions.
