Assistant Vice President Deputy Program Executive
MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA's $68.4 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region's vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut. C&D is committed to delivering safe, innovative, and cost-effective capital projects that enhance the customer experience and strengthen the reliability and resilience of the MTA system.
This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
About the role
Highest-level position in a small program, deputy of a medium program, or Program Director in an extensive program. Responsible for all phases of the project, from planning through completion to handover to the operating owner. Accountable for project safety, quality, risk, and commercial matters on time and within budget.
Responsibilities
- Successfully manage capital and operating project delivery within the Systems and Communications Engineering Program.
- Provide expertise and leadership for cross-departmental capital and operating program management for Electronic Security Systems, ITS and Tolling, SCADA, and other IT and systems projects.
- Establish and maintain standards for fiber optic network connectivity for all applicable data network systems.
- Provide specifications and design services for fiber network/systems infrastructure.
- Provide vision and leadership for cross-departmental capital and operating program management policies, procedures, and processes.
- Manage and mentor staff to enable the delivery of complex capital and operating projects.
- Identify issues and risks and ensure timely resolution and mitigation.
- Recommend solutions to executive management for the resolution of critical issues.
- Manage program activities to minimize the impact on agency operations and the public.
- Coordinate program activities with the executive and senior leadership teams, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.
- Ensure program activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.
- Ensure that safety and quality are an integral part of program operations.
- Manage and monitor progress against the agency and program goals.
- Manage comprehensive document control and retention.
- Manage staff selection, coaching, training development, evaluation, and discipline/termination as needed.

Requirements
- Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field. A Master’s Degree is preferred.
- Minimum of fourteen (14) years of related experience.
- Minimum of ten (10) years in management of construction programs or a supervisory role in a large, multi-faceted organization.
Skills
- PMP and CCM Certifications are preferred.
- Significant experience in program management for Electronic Security Systems, ITS and Tolling, SCADA, and other IT and systems projects.
- Experience leading and managing contractors, subcontractors, or vendors.
- Ability to apply a broad range of complex technical information to the day-to-day needs of the facilities, as well as the numerous capital and operating projects.
- Excellent communication and interpersonal skills.
- Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization.
- Demonstrated ability to work in a high-profile, high-pressure environment effectively.
- Focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Pay
Salary Range: $172,448 to $215,560
Schedule
- Hours of work: 8:30 AM to 5:00 PM or as required (7.5 hours/day).
- May need to work outside of normal work hours (i.e., evenings and weekends).
- Travel may be required to other MTA locations or other external sites.
