About the role

The Utilities Department is seeking an experienced individual to join its Operations and Maintenance Division. This position will manage specialized projects and programs, including asset management, emergency preparedness, property management, contract management, comprehensive plan development, accreditation, and research and development of emerging technologies.

Responsibilities

  • Develops and directs the implementation of goals, objectives, policies, procedures, and standards for the work group.
  • Establishes methods and means of accomplishing program objectives.
  • Analyzes and interprets program results.
  • Develops and presents presentations and recommends courses of action.
  • Develops and monitors section budget; analyzes cost effectiveness and exercises cost controls.
  • Affords assistance in developing new program function elements, including researching, compiling, and analyzing support data.
  • Performs strategic planning and financial analysis, including preparation of budgets to include staffing and operational needs and work plans that address levels of service, staffing, and operational needs.
  • Manages staff engaged in administering programs; coordinates with management on program direction; resolves significant and controversial issues.
  • Ensures that performance measures and standards for program(s) are met; monitors performance; guides staff in making adjustments to program administration and strategy to ensure that standards are achieved.
  • Makes reports and presentations to the Utilities Environmental Services Commission.
  • Presents presentations and training to all Operations and Maintenance staff.
  • Manages recruitment, training, evaluations and termination of full time employees within the section and temporary employees/student interns.
  • Manages the Departments Emergency Management Program and chairs the Emergency Management Team.
  • Represents section and department on multiple interdepartmental and interdivisional teams and committees.

Requirements

  • Graduation from an accredited four-year college or university with a degree in business, public administration or communications.
  • Five or more years of progressively responsible related experience in program management, preferably in the public sector.
  • Three years or more experience as supervisor of a work group.
  • Five or more years experience with water, sewer, and surface water systems preferred.

Qualifications

  • Considerable knowledge of City, state and federal laws and regulation relevant to program areas as well as departmental policies and procedures.
  • Thorough knowledge of the principles and practices of public sector organization and program operations.
  • Knowledge of projects management, including planning, scheduling, monitoring and problem solving.
  • Experience in dealing with applicable Federal, State and local laws, regulations, policies and procedures, and current literature, trends, regulations and developments in assigned areas of responsibilities.
  • Ability to plan, assign, direct, and evaluate the work of staff.
  • Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the program’s goals.
  • Ability to prepare informative reports and deliver persuasive, succinct presentations to senior management, elected officials, and community groups as required.
  • Ability to organize, analyze, interpret and evaluate problems and provide practical, cost-effective solutions.
  • Ability to perform multiple tasks projects and programs concurrently while effectively staying focused on achieving projects and program goals.
  • Knowledge and experience with NIMS and ICS.
  • Strong oral and written communication skills.
  • Strong computer and software skills.
