Assistant Group Finance Director

San Diego County’s Health and Human Services Agency is seeking an experienced finance leader to oversee fiscal operations for a major service group.

About the role

The Assistant Group Finance Director reports to the Group Finance Director and provides executive-level financial management for a portfolio of health and social-service programs with an annual budget exceeding $2 billion. The position ensures fiscal integrity, compliance, and strategic alignment with County and Agency goals.

Responsibilities

  • Direct the preparation, monitoring, and reporting of multi-fund budgets totaling over $2 billion.
  • Oversee accounting, payroll, procurement, and grant financial activities for assigned programs.
  • Develop and implement financial policies, procedures, and internal controls.
  • Lead financial forecasting, variance analysis, and long-range planning.
  • Serve as the principal financial advisor to senior Agency and department leadership.
  • Coordinate with County Auditor-Controller, Treasurer-Tax Collector, and other central finance offices.
  • Supervise a team of finance professionals, including hiring, training, and performance management.
  • Ensure compliance with federal, state, and local regulations, including GAAP, GASB, and OMB Circulars.
  • Represent the Agency on cross-departmental and inter-agency financial committees.

Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field.
  • Five years of progressively responsible professional experience in financial management, including at least two years in a supervisory or lead capacity.
  • Certified Public Accountant (CPA) or Master’s degree in a relevant field may substitute for one year of experience.
  • Experience with public-sector or healthcare finance is highly desirable.
  • Knowledge of governmental accounting standards (GAAP/GASB) and budgeting processes.
  • Proficiency with enterprise financial systems (e.g., SAP, Oracle) and advanced Excel.

Pay

Anticipated annual salary range: $120,000 – $140,000, commensurate with experience and qualifications.

This is an Unclassified Service position; appointment is at the pleasure of the appointing authority.
