The Office of the Los Angeles City Attorney is one of the nation's largest municipal law offices. With over 1,000 legal professionals, including 500 attorneys, the Office provides the City of Los Angeles ("City") with the highest caliber of legal services, ranging from prosecuting criminal misdemeanors and playing a leading role in criminal justice reform to advising on homelessness initiatives, defending civil lawsuits and claims, and bringing civil enforcement actions in the name of the People of the State of California. Responsibilities

  • Assisting the General Counsel with the overall management and administration of the Division.
  • Overseeing and providing legal advice and counsel to LADWP’s Board of Commissioners, as required.
  • Providing guidance and direction to executive management, and various staff counsel and support staff on major litigation, transactional matters, and operational issues.
  • Serving as acting General Counsel in the General Counsel’s absence.
  • Overseeing the supervision and direction of outside counsel.

Requirements

  • Licensed to practice law in all courts in the State of California and the United States District Court for the Central District of California.
  • At least ten (10) years of legal experience.

Additional Considerations

  • Knowledge of and experience with federal and state laws and regulations governing utilities (including water and power utilities).
  • Experience managing public, regulatory and commercial projects, litigation and/or complex transactions.
  • Demonstrated strong leadership capabilities, including experience mentoring and supervising attorneys and support staff.
  • Demonstrated ability to effectively manage and direct the work of multiple legal teams through supervising attorneys while ensuring consistency, quality and timely results.
  • Experience with California state and municipal law (including the Ralph M. Brown Act, California Public Records Act, CEQA).
  • Demonstrated ability to advise and collaborate with public officials and organizational executive leadership and management.
  • Demonstrated ability to deal effectively with personnel and members of the public.
  • Strong written and oral communication skills.
  • Demonstrated organizational skills, including the ability to prioritize and concurrently complete multiple assignments.

Supplemental Information

Current Location: City Hall East, 200 N. Main St., Los Angeles and 221 N. Figueroa St., Los Angeles. Position is subject to assignment at any location within the County of Los Angeles.

Work Location and Parking: This position requires regular onsite work. Employer-provided parking is limited and may not be available for this classification. Employees may be responsible for securing and paying for parking at nearby facilities.

Candidates are required to submit two recent writing samples personally composed within the last year.

Classification: Current employees selected for this assignment will be placed through a lateral transfer and will retain their current classification, subject to the City Attorney’s discretion as the appointing authority.

Retirement Benefits: Employees participate in the Los Angeles City Employees’ Retirement System (LACERS), which includes mandatory employee pension contributions through payroll deduction. The City also contributes toward the employee’s retirement benefit. Contribution rates are established by the applicable retirement system and may vary based on employee classification, membership status, and other factors.
