NYC Health + Hospitals/North Central Bronx (NCB) is a member facility of the New York City Health + Hospitals system and one of eleven acute care facilities within the City of New York. A 215-bed community hospital, NCBH specializes in women’s and children’s services and provides Behavioral Health acute and ambulatory care. Its outpatient department delivers community-based care in a compassionate and culturally-appropriate manner. NCBH’s Labor and Delivery service safely delivers more than 800 babies each year. Responsibilities

Under general supervision of the Deputy Director of Finance, the Senior Financial Administrator plans, initiates, monitors, directs and coordinates finance programs including accounts payable, health care setting management and cost reporting systems, payroll, special accounting, internal and external financial reports, data control, affiliation accounting, asset control, cash receipts, cash disbursements, daily investment of idle cash funds, general accounting and capital accounting.

  • Coordinates staff efforts to initiate and complete work assignments within departmental objectives and priorities to ensure accurate, timely and systematic flow of documents and reports for financial services.
  • Acts in compliance with all applicable governmental laws, rules and regulations and other applicable external regulatory requirements and/or guidelines.
  • Reviews and coordinates plans, activities, programs, practices and operations within the department to determine if operational functions are best servicing needs.
  • Monitors document flow from health care setting financial units for timeliness, completeness and accuracy.
  • Initiates and implements standard operating procedures and new accounting systems to simplify workload and improve flow of accounting and finance.
  • Reviews operational procedures in compliance with authorized systems; implements changes necessary to maintain effectiveness and recommends improved procedures for efficient operation.
  • Provides general supervision including direction and review of staff, identifies critical document flow points, and recommends solutions to resolve stoppages or delayed processing.
  • Engages in development and maintenance of staff to fulfill operational needs of finance, accounting and systems requirements.
  • Prepares special studies and analysis relevant to finance and accounting matters.
  • Develops and maintains a system of reports for guidance of NYC Health + Hospitals financial management and health care setting controllers; supervises on a current basis all financial data books, ledgers, records and reports needed to account for and record the results of operations and assets of the System and its subsidiaries.
  • Participates in staff conferences and attends meetings with key personnel of other NYC Health + Hospitals offices and outside agencies.

Requirements

  • Master’s degree in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one year of which must have been in a responsible administrative or managerial capacity; or
  • Bachelor’s degree in Accounting, Finance, Business Administration or a related discipline; and three years of experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one year of which must have been in a responsible administrative or managerial capacity.
