About the role

Serves as the primary assistant to the Finance Director, performing administrative work in planning, organizing, coordinating, and directing financial and accounting functions.

Responsibilities

  • Assists the Finance Director in fiduciary, strategic financial policy formulation and implementation, financial analysis, writing reports, budget preparation, purchasing, payroll, accounting, Management Information Systems (MIS), financial reporting, income tax administration, and revenue forecasting.
  • Supervises assigned staff, including employee schedules, work tasks, and development of staffing policies. Assists with employee evaluations.
  • Prepares and reviews purchase orders and contract documents. Scrutinizes and approves invoices for payment within department budgets. Prepares invoice payment batches.
  • Completes month-end and year-end bank-to-book reconciliations, approves or creates daily journal entries, wire transfer requests, and investigates unusual reconciling items. Assists in completing monthly financial report packages for Administration and City Council.
  • Posts receipts to the accounting system, reconciles and prepares daily deposits, and ensures financial accuracy. Audits source documents and investigates discrepancies.
  • Identifies, recommends, and participates in the development of accounting policies and procedures, and operational strategies. Reviews and implements process and system changes.
  • Assists in preparing the Annual Comprehensive Financial Report (ACFR), Popular Annual Financial Report (PAFR), and other reports. Serves as liaison for the City’s external audit.
  • Maintains confidentiality of employee information and provides accounting assistance to departments and related staff.
  • Manages and reports the investment of City funds, oversees investment advisors, reconciles investments, and maintains certification from the Treasurer of State of Ohio to invest public funds.
  • Stays updated on local, state, and federal laws. Maintains required licensures and certifications. Responds to emails, voicemails, and correspondence.
  • Assists in the budget process, monitors spending for adherence to budget, and recommends amendments as necessary.
  • Prepares or oversees IRS, State of Ohio, Municipality, or School District tax filings. Verifies accuracy of payroll reports and prepares year-end W-2 forms, 1099 forms, and Ohio Public Employees Retirement System Non-Contributing List.
  • Maintains contact with customers, vendors, the public, and government agencies to obtain or disseminate financial information.
  • Provides operational back-up support to Accounting Clerk and Mayor’s Court Clerk. Understands and performs their job responsibilities when necessary.
  • Represents the City at meetings and functions such as City Council and other boards and commissions.
  • Meets job safety requirements and applicable OSHA standards. Demonstrates regular and predictable attendance.
  • Performs other related duties as assigned.

Requirements

  • Bachelor’s Degree in Accounting, Public Administration, or related field.
  • Three (3) to five (5) years’ work experience in accounting, with proficiency in governmental accounting; or equivalent combination of education, experience, and training.
  • Introductory and Intermediate Accounting certifications through Government Finance Officers Association (GFOA), Certified Public Accountant (CPA) license, or Masters in Business Administration (MBA) preferred but not required.
  • Must remain bondable throughout employment.
  • Must possess and maintain a valid Ohio driver’s license and maintain insurability under the City’s vehicle insurance policy.

Pay

Salary range: $74,239.24 ($35.69/hour) – $96,003.96 ($46.16/hour).
