This position manages the fiscal operations of the City, including the Accounting, Budget/Investment, and Utility Billing divisions. It performs several fiscal operations such as long-term forecasting, investment management, cash and debt management, debt compliance, special analyses, and other duties as assigned.
Responsibilities
- Manage fiscal operations of the City, including Accounting, Budget/Investment, and Utility Billing divisions
- Perform long-term forecasting and investment management
- Oversee cash and debt management, including debt compliance
- Conduct special fiscal analyses
- Develop and monitor operating and capital (CIP) budgets
- Recommend investment strategies according to the PFIA
- Handle multiple projects, prioritize work assignments, and meet deadlines
Requirements
- Bachelor’s Degree in public or business administration, accounting, or finance
- Minimum of five (5) years of progressively responsible governmental finance experience
- At least three (3) years of supervisory or management experience
- Valid class "C" Texas driver’s license
- Must pass background check and pre-employment substance abuse screening
- Motor vehicle record check and job-related physical exam may be required
Qualifications
- Certified Public Accountant (preferred)
- Master’s Degree in accounting, finance, business, or public administration (preferred)
- Certified Government Finance Officer (preferred)
Skills
- Knowledge of fund accounting, financial reporting, budgeting, cash and debt management, revenue reporting, and fiscal record keeping
- Proficiency in mathematics, analyzing, projecting, and organizing
- Strong oral and written communication skills, including public speaking
- Ability to analyze past revenues/expenditures and forecast future fiscal conditions
- Ability to exercise good judgment, make competent decisions, and handle multiple projects under pressure
Physical Demands
The work is sedentary and requires the ability to exert up to 10 pounds of force occasionally. The following physical abilities are required:
