About the role

The Assistant Director of Facilities, Capital Projects and Construction supports the Director of Facilities in managing and overseeing the District's capital improvement and construction projects. Key responsibilities include project planning, coordination, budget management, and stakeholder communication.

Responsibilities

  • Manages and oversees all capital improvement, renovation, and new construction projects from planning and design through closeout.
  • Serves as the District's primary owner's representative on construction projects, attending meetings and reviewing documents.
  • Reviews and interprets construction documents to ensure compliance with District standards and project intent.
  • Coordinates the bidding and procurement process for capital projects, including preparing bid packages and evaluating proposals.
  • Maintains project budgets, tracks expenditures, and provides financial reporting.
  • Develops and maintains comprehensive project schedules and status reports.
  • Works closely with building principals and external stakeholders to minimize disruptions during construction and day-to-day operations.
  • Develops and maintains the District's long-range capital improvement plan, including facility condition assessments and project prioritization.
  • Coordinates project commissioning, punch list completion, and closeout activities.
  • Provides departmental support by responding to work orders, maintenance requests, and facility emergencies.
  • Manages and supervises assigned personnel, including scheduling, performance evaluation, and discipline.
  • Conducts facility and construction site inspections and risk assessments.
  • Trains and develops assigned staff on facility operation and maintenance.
  • Presents project status updates to the Board of Directors and District leadership.
  • Participates in professional development activities to stay current on trends, regulations, and best practices in school construction and facilities management.

Requirements

  • Bachelor's Degree in Construction Management, Architecture, Engineering, or a related field with a minimum of five (5) years of relevant experience, or an Associate's Degree in a related field with seven (7) years of relevant experience.
  • Experience managing public school or municipal construction projects in Pennsylvania.
  • Familiarity with Pennsylvania public bidding laws, the PlanCon process, Act 34, and the Pennsylvania Department of Education's capital projects process.
  • A valid Pennsylvania Driver's License.
  • Professional certification such as Certified Construction Manager (CCM), Project Management Professional (PMP), or an equivalent credential is preferred.
  • OSHA 30-Hour Construction certification is preferred.

Qualifications

  • Ability to read, analyze, and interpret construction documents, produce clear written materials, and present project status to various audiences.
  • Ability to calculate figures and amounts, apply construction estimating principles, and review contractor pay applications and change order pricing.
  • Knowledge of construction project delivery methods, contract administration, and cost control practices.
  • Proficiency with construction project management software, scheduling tools, and Microsoft Office applications.
  • Ability to establish and maintain productive working relationships with a diverse range of stakeholders.
  • Ability to manage multiple concurrent projects and competing priorities effectively.
  • Physical demands include standing, walking, climbing stairs and ladders, reaching, lifting up to 50 pounds, hearing in noisy environments, and operating District vehicles.
