Assistant Director (Hospitals) - Level III

Responsibilities

Performs complex activities in the administration and supervision of diagnostic, habilitative, and rehabilitative services for patients with speech and language impairments. The role focuses on improving communication effectiveness by addressing disorders related to voice, language, or speech, while also supporting emotional and psychological adjustment to these disorders.

• Provides assistance to departmental leadership in managing healthcare settings, including administrative systems, professional and operational support activities.
• Assists in the administration and management of specified activities and functions, including budget planning, cost studies, and fiscal reporting.
• Collects and analyzes data to inform administrative and management decisions related to healthcare activities.
• Investigates and reports on patient and visitor complaints, and conducts special studies on operational units.
• Prepares informational data for healthcare training programs and participates in developing and updating activity programs.
• Plans, directs, coordinates, and reviews the work of subordinate administrative personnel in healthcare administration and management.
• Implements new programs and projects, monitoring their operation and effectiveness.
• Supervises and coordinates functional activities with other organizational units, maintaining liaison with internal and external partners.
• Assists in preparing operating plans, policies, programs, and procedures, collaborating to resolve operational problems.
• Coordinates and plans training programs to establish performance standards and provides education to staff as needed.
• May represent departmental leadership on internal and external committees and in relevant functions.
• Performs other related duties as directed.

Requirements

• Master’s degree from an accredited college or university with a specialization in hospital administration, healthcare administration, public health, or a related discipline; or
• Baccalaureate degree in the above disciplines and one (1) year of administrative experience; or
• An equivalent combination of training, college education, and experience in related fields.

Qualifications

• Advanced knowledge of CMS Core Measures, electronic Clinical Quality Measures (eCQMs), Joint Commission quality measures, and New York State Department of Health quality reporting requirements.
• Extensive knowledge of clinical documentation, medical record abstraction, and regulatory quality reporting.
• Thorough understanding of stroke certification requirements, including Thrombectomy-Capable and Comprehensive Stroke Center standards.
• Knowledge of CMS validation methodology, abstraction software (e.g., Epic, Premier), and other quality reporting systems.
• Demonstrated expertise in quality data validation, abstraction quality assurance, and inter-rater reliability methodologies.
• Strong analytical, statistical, problem-solving, and data interpretation skills.
• Proven ability to lead technical programs, operational initiatives, and multidisciplinary quality improvement efforts.
• Ability to interpret complex regulatory requirements and translate them into operational workflows.
• Excellent leadership, coaching, organizational, written, and verbal communication skills.
• Ability to manage multiple complex regulatory priorities while serving as the department's technical authority for clinical quality measurement and abstraction.
