ASSISTANT DIRECTOR FIELD OPERATIONS - Precinct 4
About the role
The Assistant Director of Field Operations assists with the daily functions of their Precinct, providing strategic and tactical direction to lower-level managers and supervisors. This role involves managing work assignments, service delivery, resources, and budgets; ensuring employee training and development; handling complex problems; and promoting organizational innovation. The Assistant Director serves as a principal advisor to the Director on budgeting, financial planning, procurement, contracts, operational efficiency, capital planning, and long-range initiatives while delivering professional services to the County, its citizens, and the public.
Responsibilities
- Direct day-to-day management of employees assigned to the Maintenance Center and fill in for the Director in their absence.
- Conduct management analysis and problem-solving for day-to-day issues affecting the department.
- Assess the effectiveness of service delivery methods, identify opportunities for improvement, and implement enhancements.
- Turn successful outcomes into clearly defined programs and initiatives.
- Plan, organize, and prioritize projects and tasks; acquire and assign staff; and coordinate, review, and control department operations in compliance with laws to achieve short- and long-term goals.
- Work with the Director to develop and monitor the implementation of policies, procedures, business processes, financial controls, and operational practices.
- Develop and maintain positive working relationships with other agencies and county, state, and federal departments.
- Keep staff and supervisors informed of agreements, negotiations, and discussions.
- Under the Director’s direction, develop project cost estimates and negotiate and prepare interlocal agreements (ILAs) with other governmental agencies.
- Monitor compliance with agreements within the Precinct.
- Coordinate activities and programs with other departments to improve interdepartmental performance using tact and diplomacy.
- Coordinate with the Auditor, Budget Office, Purchasing, Human Resources, Risk Management, and other County departments as needed.
- Attend various committees and work unit meetings; represent the County on local, state, or federal boards; and participate in regional transportation agency meetings.
- Administer and supervise division and personnel matters, including hiring, terminating, evaluating, motivating, and recommending pay actions or disciplinary measures.
- Approve leave, train new hires, and recommend continuing education opportunities for staff.
- Handle personnel matters, including disciplinary actions and resolution of departmental employee disputes.
- Provide leadership, coaching, performance evaluations, and professional development for assigned staff.
- Act as a resource for staff on customer, client, or citizen issues, policies, procedures, financial matters, procurement, and other operational concerns.
- Work with the Director to develop, administer, and monitor the Precinct’s annual operating and capital budgets, including capital and fixed-cost expenditures.
- Monitor revenues, expenditures, contracts, encumbrances, staffing levels, equipment, materials, and supplies; approve expenditures; identify cost-saving opportunities; and recommend corrective actions.
- Develop and maintain working knowledge of operational, construction, infrastructure, procurement, and contract practices.
- Support planning and oversight of construction, infrastructure, and capital improvement programs from financial, contractual, and operational perspectives.
- Work with the Director to identify and determine the Precinct’s annual goals, objectives, workload measures, and financial priorities.
- Develop executive reports, financial analyses, performance measures, and recommendations; monitor, direct, and implement measures to ensure precinct goals and objectives are met.
- Attend meetings; travel locally; inspect or visit County facilities and project sites; and collaborate with staff, vendors, contractors, and governmental representatives.
- Perform all other related duties involved in the operation of the Precinct, including supporting long-range financial planning, procurement, contract administration, negotiations, and organizational performance initiatives.
Requirements
- Bachelor’s degree or equivalent, preferably in business administration, finance, accounting, public administration, construction management, transportation planning, or a related field.
- Four (4) years of related experience and five (5) years of supervisory experience.
- Class C driver license required; Class A CDL preferred.

- Knowledge of local government operations, budgeting, financial management, procurement, contract administration, internal controls, and capital planning.
- Extensive knowledge of roadway management, maintenance, and construction concepts, practices, and procedures.
- Experience developing and managing operating and capital budgets and negotiating or administering contracts, interlocal agreements, and governmental partnerships preferred.
- Spreadsheet, word processing, and financial management software knowledge and experience.
- Advanced interpersonal, analytical, negotiation, conflict resolution, and leadership skills.
Physical Demands and Work Environment
While performing the duties of this position, the incumbent is regularly required to sit, stand, and walk. The role may require navigating construction or infrastructure sites, tolerating outdoor temperatures and noise, using stairs or uneven surfaces, driving a vehicle, and working overtime or responding to emergency situations.
