About the role
A Non-Merit vacancy exists in the Office of Law. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.
Responsibilities
- Conducts civil litigation on behalf of the Baltimore County government in the Circuit Court and District Court for Baltimore County, and the United States District Court for the District of Maryland and courts in other jurisdictions.
- Prosecutes and defends civil appeals on behalf of the Baltimore County government in the Maryland Court of Special Appeals, the Maryland Court of Appeals, the United States Court of Appeals (any Circuit), and the Supreme Court of the United States.
- Prepares the record and prepares any appellate briefs for any civil appeal.
- Counsels the County in legal matters, as necessary.
- Attends and represents the interests of the County in any administrative proceedings, including, but not limited to, hearings before boards, commissions, the worker’s compensation commission, and the State and County Office of Administrative Hearings.
- Drafts and prepares various legal documents that are not related to litigation, including but not limited to, contracts, deeds, leases, ordinances, collection letters and reports related to real estate transactions and tax sale properties.
- Defends the Baltimore County government against union grievances and/or charges of discrimination before state and federal agencies charged with enforcing anti-discrimination laws.
- Drafts and files position statements outlining the County’s response to union grievances and/or charges of discrimination.
- Appears before the County Council, as necessary, to discuss the legal sufficiency of proposed legislation.
- Handles workers’ compensation cases, including reviewing and processing claims, participating in settlement negotiations, recommending loss control strategies, ensuring program conformance to applicable laws and regulations, preparing required reports, and monitoring and evaluating the program activities to ensure the delivery of quality services.
- Conducts adjusting activities on behalf of the self-insured employer, to include investigating, negotiating, and managing claims against the County's Self Insurance Fund.
Qualifications
- Graduation from an ABA accredited law school.
- Licensed to practice law in the State of Maryland, or eligible to waive into the bar of the State of Maryland.
- Four (4) to six (6) years of experience.
Skills
- Knowledge of the Maryland Rules and the Federal Rules of Civil Procedure, as well as the Local Rules for the United States District Court for the District of Maryland.
- Knowledge of applicable federal, state and local law.
- Knowledge of County best practices and procedures.
- Ability to manage and prioritize multiple complex matters.
- Exceptional oral and written communication.
- Effective, collaborative working relationships with others (inside and outside the Law Department).
- Independence and meeting deadlines while handling multiple tasks.
- Professionalism under pressure.
- Strong sense of ownership of tasks and responsibilities.
- Strong interpersonal skills required to work with the public and various agencies.
- Strong technology skills, including the ability to coordinate and conduct electronic discovery, as well as proficiency with Microsoft Office software and legal research platforms such as Westlaw.
