Examples of Duties

  • Conducts civil litigation on behalf of the Baltimore County government in the Circuit Court and District Court for Baltimore County, and the United States District Court for the District of Maryland and courts in other jurisdictions.
  • Prosecutes and defends civil appeals on behalf of the Baltimore County government in the Maryland Court of Special Appeals, the Maryland Court of Appeals, the United States Court of Appeals (any Circuit), and the Supreme Court of the United States.
  • Prepares the record and prepares any appellate briefs for any civil appeal.
  • Conducts legal research as necessary for litigation matters.
  • Prepares and files briefs, memoranda of law, discovery tools, motions, settlement agreements and other legal documents necessary to conduct civil litigation.
  • Conducts discovery in civil litigation cases, including but not limited to depositions, interrogatories, requests for production of documents, and other discovery tools.
  • Attends and represents the interests of the County in any administrative proceedings, including, but not limited to, hearing before boards, commissions, the worker’s compensation commission, and the State and County Office of Administrative Hearings.
  • Attends and represents the interests of the County in any negotiations with unions and various public and private organizations and groups.
  • Drafts and prepares various legal documents that are not related to litigation, including but not limited to, contracts, deeds, leases, ordinances, collection letters and reports related to real estate transactions and tax sale properties.
  • Defends the Baltimore County government against union grievance and/or charges of discrimination before state and federal agencies charged with enforcing anti-discrimination laws. Drafts and files position statements outlining the County’s response to union grievances and/or charges of discrimination.
  • Advises the County Executive, the County Administrator, County agencies and the County Council on legal matters, as necessary.
  • Appears before the County Council, as necessary, to discuss the legal sufficiency of proposed legislation.

Qualifications

  • A law degree from an ABA accredited law school and zero (0) to three (3) years of experience, post law-school, in trial work, legal writing and/or municipal law and practice before circuit and district courts.
  • Admission to the Bar of the State of Maryland is required.
