Assistant Commissioner, Queens Neighborhood Health

About the role

The Center for Health Equity & Community Wellness (CHECW) seeks a dynamic leader to serve as Assistant Commissioner of the newly larger Neighborhood Health Strategy and complement the work of the other Bureaus of Neighborhood Health in Brooklyn, Harlem and the Bronx.

Responsibilities

  • Provide leadership for staff in a new bureau, including senior director, director, manager and support-level staff.
  • Provide leadership to programs with clinical guidance and, as necessary.
  • Develop, implement, and revise the bureau’s strategic plan, including logic model, to align with Agency and Divisional priorities and measurable outcomes.
  • Define the bureau’s vision, mission, and strategic objectives in alignment with other bureaus of Neighborhood Health.
  • Develop performance metrics and evaluation frameworks to assess program effectiveness and impact.
  • Oversee recruitment, onboarding, and development of a high-performing team to support bureau programming and operations.
  • Establish organizational structure, workflows, and processes for efficient service delivery.
  • Oversee launch of a Jamaica Health Action Center, including coordination and collaboration with internal and external partners.
  • Develop a prospective roadmap for work on Staten Island, including funding proposals.
  • Identify funding opportunities and lead the development of competitive grant proposals and pitches to secure resources, including in partnership with Agency partners.
  • Design and launch programs that address needs of specific neighborhoods in Queens driven by data on inequities.
  • Engage with community stakeholders to ensure programs are responsive, equitable, and impactful.
  • Represent the bureau, division, and Agency, as needed, and build relationships with internal and external partners.
  • Advocate for the bureau’s initiatives and priorities within the agency and broader community.
  • Partner closely with other bureaus within CHECW and across the agency to increase neighborhood investments by using data-driven strategy, program optimization, and augmenting current available services.
  • Serve in an emergency activation role in the agency’s Incident Command System and support other emergency operations as needed.
  • Serve as key advisor to the Deputy Commissioner, Assistant Commissioners and other leadership staff in the agency.

  • Demonstrated success as a strategic leader capable of designing and driving community engagement strategies and program transformation in a large health equity-oriented program or organization.
  • Proven experience in creating and implementing new programs with measurable outcomes.
  • Demonstrated ability to develop and implement creative solutions to resource, policy, and political challenges.
  • Creative problem-solver who enjoys working in a fast-paced environment, highly motivated and able to coordinate multiple projects/tasks.
  • Superior decision-making skills, including demonstrable critical thinking skills and impeccable judgement.
  • Ability to develop and work with budgets and other financial records.
  • Ability to direct monitoring and evaluation of programmatic work.
  • Highly collaborative team player able to build effective relationships across sectors.
  • Skilled negotiator with ability to compromise.
  • Skilled public speaker, able to represent the Health Department.
  • Able to work effectively in a high-pressure, time-sensitive, political environment.
  • Must be responsive, possess effective people skills, and can build and maintain effective working relationships across programs and with employees at all levels.
  • Ability to demonstrate a professional, positive attitude and work ethic.

Agency Deputy Medical Director - 5304B

  • Minimum Qualifications: Possession of a valid license to practice medicine in the State of New York plus valid Board Certification issued by the appropriate American Specialty Board in an approved medical specialty; and four years of medical practice including one year of experience in an administrative or supervisory capacity; or a combination of education and/or experience equivalent to that listed in "1" above.
  • Residency Requirement: New York City Residency is not required for this position.
