Join our team and be a part of building the Phoenix of tomorrow! The City of Phoenix Law Department is seeking an Assistant City Attorney IV for the Civil Division. The Law Department is comprised of two sections, the City Attorney's Office, which handles representing the City in civil matters, and the City Prosecutor's Office, which handles the prosecution of misdemeanor crimes committed in Phoenix. Assistant City Attorneys in the Civil Division of the Law Department work in one of six areas: Public Safety, Litigation, Transportation, Human Resources, City Services, and Community Development. This Assistant City Attorney IV assignment will provide advanced legal counsel and representation to the City Attorney's Office and all City departments on employment, labor relations, and personnel matters, working closely with Human Resources, Equal Opportunity, Public Safety, and other departments to implement proactive compliance measures, reduce legal risk, and address inquiries involving federal and state employment laws such as Title VII, ADA, ADEA, and FMLA. The role will serve as lead or supporting counsel in employment-related litigation, including EEOC complaints, grievances, unfair labor practices, personnel appeals, and oversee internal investigations involving misconduct, harassment, discrimination, and retaliation. The attorney is expected to monitor developments in federal and state case law and legislation and provide timely legal opinions, guidance, and updates to City leadership and departments to ensure consistent, legally sound decision making. Assistant City Attorney IVs also review, negotiate, and draft contracts and participate in other transactional work; provide client support; defend litigation; engage in government law practice; and handle all legal matters of the assigned client department. They are expected to perform difficult professional and administrative legal work, including revisions to the Phoenix City Code, and to consult with client decision makers regarding relevant legal issues. These attorneys may also be required to staff public meetings and represent the City during administrative hearings or court proceedings. Assistant City Attorneys report to an Assistant Chief Counsel and generally work independently in performing their duties. All attorneys in the Law Department are assigned and may be reassigned based on the best interests of the City, as determined by the City Attorney. This position is eligible for up to 4 days a week of remote telework, with one in-office day per week for meeting with your section, implemented at the discretion of the City Attorney. Attorneys are expected to meet the needs of the City, including handling all court obligations, City Council or City management meetings, and other in-office obligations. Minimum Qualifications Four years of experience as a practicing civil or criminal attorney.Experience in the practice of municipal law; the review, negotiation, and drafting of contracts or other primary responsibility for participation in transactional work.Experience with significant client contact; primary responsibility for civil litigation, and pleading and motion-practice.One year of government law practice; and a working knowledge of the legal subject matter involved with the department to which assignment will be made.Graduation from an accredited school of law.Other combinations of experience and education that meet the minimum requirements may be substituted.Admission to the bar of the State of Arizona.All finalists for positions are subject to a criminal background check applicable to the department or position.For information regarding pre-screening and driving positions, click here.The City job description can be found here. Preferred Qualifications The minimum qualifications listed above, plus: Advising clients on complex employment, discrimination, and labor matters.Experience:Drafting investigations or position statements for submittal to outside federal agencies.Drafting and negotiating complicated contracts or other transactional work is also preferred.Experience with:Conflict resolution and creativity in alternative problem-solving techniques.Municipal law practice, including public-records and open-meeting law matters.Electronic data systems, media relations, and customer service.Willingness to work extended hours and a flexible schedule.
