About the role

This position is located in Portland, OR—a city known for its expansive greenery, bike-friendly infrastructure, public transit system, and vibrant cultural scene. The role involves leading the development and implementation of the enterprise asset management program for BPA’s diverse business lines, including Facilities, Information Technology, Fed Hydro, Transmission, Fleet, and Security. The goal is to enhance the reliability, efficiency, and cost-effective use of all physical assets.

Responsibilities

• Plan, implement, and evaluate asset management programs across BPA organizations, including defining requirements, monitoring performance, and overseeing contractor activities.
• Provide authoritative guidance to BPA staff and management on all aspects of asset management.
• Lead the development and execution of enterprise asset management objectives and initiatives to align with BPA’s goals.
• Oversee contractor performance to ensure projects are completed on time, within budget, and with satisfactory quality.
• Prepare periodic, BPA-wide reports on the condition and performance of physical assets.

Requirements

• You must be a United States Citizen.

Qualifications

A qualified candidate’s application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience includes:

• Leading the development of asset management frameworks, policies, and standards across diverse infrastructure, facility, or IT business lines.
• Planning and evaluating asset programs, including defining project scope, mitigating risks, and aligning initiatives with organizational goals.
• Managing contractor performance against budgets and timelines while coordinating complex asset initiatives across multi-disciplinary teams and leadership.

Experience refers to paid and unpaid experience, including volunteer work (e.g., Peace Corps, AmeriCorps, community-based organizations). Time-in-grade requirements must be met by the closing date of this announcement.
