Asphalt Raker

About the Role

This is semiskilled work raking and spreading asphalt mixtures used in the construction and repair of City streets and thoroughfares. Employees in this class operate asphalt spreading machines and other tools including rakes and lutes to distribute asphaltic mixtures over street surfaces. Work also includes using hand and pneumatic powered tools to break up street surfaces and shovels to load broken paving material into trucks. Moderate physical effort is required in an environment in which working conditions can be only partially controlled. Work is performed under the direction of an Asphalt Paving Crew Chief.

Responsibilities

• Operate asphalt spreading machines and tools such as rakes and lutes to distribute asphaltic mixtures over street surfaces.
• Use hand and pneumatic powered tools to break up street surfaces.
• Shovel broken paving material into trucks.

Requirements

Minimum Acceptable Training and Experience

• Education: Education equivalent to completion of the twelfth school grade.
• General Experience: Six months of experience performing general laboring work.
• Specific Experience: Six months of experience in the construction and repair of bituminous roads, learning the fundamental procedures of raking, smoothing, and tamping asphaltic mixtures.
• Any equivalent combination of education and experience.

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Preferences and Additional Information

Residency Requirement: Philadelphia residency is not required to submit an application; however, applicants must have established bona fide residency in the City of Philadelphia for one year prior to appointment.

Preference for Philadelphia Residents: Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score.

Indebtedness Notice: As a condition of employment, any person offered employment must certify they are current on all debts, taxes, fees, judgments, claims, and other obligations due to the City or have entered into a payment agreement. Failure to comply will result in cancellation of the appointment.

Preference Points for Open-Competitive Exams

• U.S. Veteran's Preference: Ten points added to the scores of eligible veterans. Spouses of disabled or deceased veterans may also be considered.
• Legacy Preference: Ten points added to the scores of children or grandchildren of Philadelphia Firefighters or Police Officers killed or died in the line of duty.
• National Volunteer Service Preference: Up to 5 points for completing terms of service with Peace Corps, AmeriCorps NCCC, AmeriCorps VISTA, or AmeriCorps State and National.
• Philadelphia School District Career and Technical Education Preference: Up to 5 points for candidates who graduated from a career technical education (CTE) program within the last three years.

Performance Exam Date: Scheduled for the week of October 5, 2026 (subject to change).

Eligible List Establishment: The week of October 19, 2026 (subject to change).

Test Review: Candidates may review their answer sheets and test papers within 30 days after results are mailed to check for scoring accuracy or irregularities.
