Job Summary
The Apprenticeship & IRA Compliance Leader is responsible for leading the execution of apprenticeship program compliance and Inflation Reduction Act (IRA) and Davis-Bacon requirements across OCI projects. This role ensures consistent implementation, documentation, and audit readiness of apprenticeship standards across multiple states, business lines, and subcontractors.Key Responsibilities
- Lead execution of apprenticeship compliance across projects, ensuring adherence to IRA and Davis-Bacon requirements.
- Manage and coordinate IRA Coordinators to drive consistency in compliance implementation, documentation, and reporting.
- Ensure compliance with apprentice ratios, wage progression, work processes, and mentorship requirements.
- Monitor subcontractor apprenticeship participation and compliance.
- Audit Readiness & Risk Management
- Maintain audit-ready documentation (OJT, RTI, wage progression, credentials).
- Support internal and external audits, including documentation, corrective actions, and compliance reviews.
- Identify compliance risks and escalate issues to leadership.
- Project & Field Support
- Serve as a primary compliance resource for project teams and field leadership.
- Support project startup and execution by ensuring apprenticeship requirements are implemented and tracked.
- Partner with operations to ensure practical, jobsite-ready execution of compliance standards.
- Program & Operations Support
- Support delivery and tracking of apprenticeship training programs and apprentice progression.
- Affiliate with program rollout, expansion, and continuous improvement initiatives.
- Coordinate with instructors, mentors, and project teams to maintain program effectiveness.
- Data & Reporting
- Track apprenticeship metrics including enrollment, utilization, and compliance performance.
- Maintain accurate workforce records and reporting systems.
- Provide regular updates and insights to leadership.
- Bachelor’s degree and 8+ years of experience in construction, workforce development, apprenticeship programs, or labor compliance; equivalent combination of education and experience considered.
- Demonstrated experience supporting or leading registered apprenticeship programs or structured workforce development initiatives.
- Working knowledge of Inflation Reduction Act (IRA) and Davis-Bacon Act (DBA) requirements, including apprenticeship utilization, wage progression, and compliance obligations.
- Experience supporting compliance execution, audits, or regulatory programs in a project-based or construction environment.
- Strong understanding of apprentice ratios, work processes, wage progression, and documentation requirements.
- Experience coordinating across field operations, HR, payroll, and project leadership to implement compliance requirements.
- Proven ability to translate regulatory requirements into practical, jobsite-ready execution.
- Strong organizational skills with ability to manage multiple projects, priorities, and deadlines.
- Effective communication skills with ability to engage both field and corporate stakeholders.
- Direct experience supporting or leading IRA compliance on construction or energy projects.
- Experience managing or coordinating multi-state apprenticeship programs.
- Familiarity with NCCER standards, curriculum frameworks, and credentialing.
- Experience working with subcontractor compliance, including tracking and enforcement of apprenticeship requirements.
- Background in craft, or construction trades environments.
- Experience with audit preparation, corrective action management, and regulatory reporting.
- Experience using workforce systems, LMS platforms, or compliance tracking tools.
- Demonstrated ability to support program standardization and continuous improvement initiatives.
