About the role

Under limited supervision, the programmer will perform complex programming functions, provide assistance, and offer technical advice in a team environment. This includes configuration, writing, testing, and documentation for complex programming of agency computer systems within the Public Health Deputy Area, with emphasis on supporting systems in the Communicable Disease Epidemiology Section (CDES). Responsibilities include integration and monitoring of backend system processes, documentation, and resolving customer issues.

Responsibilities

• Analyze, design, program, implement, maintain, and provide technical support for Public Health applications and processes as assigned.
• Ensure maximum system uptime for critical components to ensure business continuity.
• Adhere to Information Technology and security standards, with emphasis on programming functions and supporting CDES systems.
• Support, maintain, and/or modify web, mobile, and client/server application modules, processes, and integration services for health program areas.
• Provide technical backup to other health modules as assigned.
• Act as a technical consultant to customers and ensure applications adhere to IT application development standards.
• Work with program and analytics staff to ensure data and reporting needs are met and adhere to IT Security Standards.
• Assist with problem resolution and prepare and maintain system documentation for applications supported.
• Provide appropriate administrative documentation and project communication.
• Perform other duties as assigned, respond to priority tasks as needed, and work some after-hour and weekend shifts as required.

Requirements

• High school diploma and work experience in the modification and maintenance of system programs, design and development of system software, or testing and debugging of system software.
• An associate's degree or a bachelor's degree in a related field may substitute for the required work experience.
• Knowledge of information systems design, testing, debugging, analysis, integration, maintenance, and security techniques.
• Experience in writing SQL queries, stored procedures, and XML.
• Strong analytical and problem-solving skills.
• Ability to communicate effectively both orally and in writing.
• Ability to prioritize and complete multiple tasks efficiently and effectively.
• Minimal travel may be required.

Preferred Qualifications

• Bachelor’s Degree and one (1) year or Associate’s Degree and three (3) years of applicable software development and modification experience.
• Related experience may be substituted for the degree on a year-for-year basis.
• Experience with Microsoft MVC, Razor Pages, C#, .NET, jQuery, CSS, SQL, web service development, and reporting in a web environment.
• Experience with Rhapsody, HL7, LOINC, SNOMED, Tomcat (or JBoss).
