About the role
The Oregon Department of Human Services is seeking qualified candidates for multiple Adult Foster Home Licensor (APD AFH Licensor) positions. This role involves conducting on-site inspections, providing guidance, and maintaining compliance with licensing rules.
Responsibilities
- Conducts on-site inspections of program operations for compliance with licensing rules.
- Identifies and notifies providers of deficiencies and assists with corrections to improve AFH operations and resident safety.
- Responds to inquiries and interprets applicable laws, rules, and regulations to staff, providers, and the public.
- Maintains organized files and communicates with local offices as needed.
- Supports local offices in transitioning oversight of AFH providers needing additional support.
- Promotes participant well-being by participating in teams and committees.
- Attends and testifies at specific adult foster home conferences and administrative hearings.
- Utilizes agency resources to maintain and develop knowledge of computer systems.
Requirements
- Four years of experience in administrative research, including compiling and evaluating facts to recommend management actions and decide compliance with program guidelines and regulations.
- Two years of the four years must be above the technical support level.

- Experience interpreting and applying laws, administrative rules, regulations, or policies to support consistent, accurate, and compliant decision-making in a human services, healthcare, regulatory, or related setting.
- Experience managing challenging or sensitive conversations with individuals, families, providers, or other community partners.
- Experience managing competing priorities, meeting established deadlines, and accurately entering or maintaining data in a timely manner while ensuring attention to detail and compliance with organizational procedures.
- Experience building and maintaining respectful, professional relationships with individuals from diverse backgrounds.
