APD AFH Licensor (Compliance Specialist 2) Multiple Positions

About the role

The Oregon Department of Human Services is seeking qualified candidates for multiple Adult Foster Home Licensor (APD AFH Licensor) positions. This is a permanent, full-time position and is represented by the Service Employees International Union (SEIU).

Responsibilities

  • Actively seeks to provide culturally appropriate services where individuals are treated respectfully, compassionately, and effectively in a manner that recognizes, affirms and values the worth of children, individuals, families and communities, protecting and preserving the dignity of each.
  • Conducts on-site inspections of program operations for compliance with and adherence to physical facility, record keeping, service delivery, staffing standards and overall compliance of licensing rules.
  • Identifies and notifies providers of any deficiencies and assists with guidance and support to aid in corrections to practice that will improve AFH operation and resident safety.
  • Responds to telephone calls, emails, and in-person inquiries regarding the adult foster home program.
  • Interprets and explains applicable laws, rules, regulations, policies and procedures to staff, current or potential adult foster home providers, and the public.
  • Maintains organized files of adult foster homes and ensures timely communication with local offices when additional review and support is needed.
  • Supports local office when transitioning oversight of AFH providers who need additional support and oversight.
  • Promotes participant well-being by participating in teams and on committees that look for more effective and efficient ways to provide our services.
  • Attends and offers testimony on specific adult foster home conferences and administrative hearings.
  • Utilizes agency resources to maintain and develop knowledge of computer systems to gather, compile and report information as required.

Requirements

  • Four years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations.
  • Two of the four years must be above the technical support level.

Essential Attributes

  • Experience interpreting and applying laws, administrative rules, regulations, or policies (such as Oregon Administrative Rules (OARs) and Oregon Revised Statutes (ORS)) to support consistent, accurate, and compliant decision-making in a human services, healthcare, regulatory, or related setting.
  • Experience managing challenging or sensitive conversations with individuals, families, providers, or other community partners by communicating respectfully, transparently, and professionally to support positive outcomes, resolve concerns, and maintain quality services or compliance.
  • Experience managing competing priorities, meeting established deadlines, and accurately entering or maintaining data in a timely manner while ensuring attention to detail and compliance with organizational procedures.
  • Experience building and maintaining respectful, professional relationships with individuals from diverse backgrounds by using person-centered communication, active listening, and professionalism to gather information, address concerns, and support collaborative problem-solving while treating all individuals with dignity and respect.
