About the role

The Site Manager is responsible for overseeing all property operations and ensuring compliance with various regulatory requirements.

Responsibilities

  • Respond to inquiries, show vacancies, and comply with relevant regulations.
  • Maintain waiting lists, screen applicants, and conduct regular marketing.
  • Verify tenant income, assets, and household characteristics.
  • Prepare and process leases, security deposit agreements, and HUD, RD, and LIHTC forms.
  • Collect and post security deposits and rent, issue receipts, and make immediate bank deposits.
  • Negotiate rent schedules and issue notices (e.g., late payments, eviction notices).
  • Ensure proper formatting and completion of lease/tenant files.
  • Conduct pre-occupancy orientation, move-in and move-out procedures, and handle evictions.
  • Communicate challenges to the Regional Manager.
  • Perform annual income re-certifications and issue rent increase notices.
  • Attend scheduled corporate management meetings.
  • Supervise maintenance staff, monitor contracted services, and conduct move-in/move-out inspections.
  • Inspect units, common areas, and report damage/problems.
  • Manage record-keeping and reporting, including maintaining accurate accounting records and communicating incidents.
  • Meet with tenants for informational purposes and participate in disaster/emergency preparedness planning.

Requirements

  • High school diploma or equivalent.
  • Experience in LIHTC property management (2+ years preferred).
  • Knowledge of Microsoft Office Suite and Property Management software.
  • Valid State Issued Drivers' License.
  • Basic knowledge of bookkeeping.
  • Certification or training in property management, LIHTC, COS, or RD.
  • Introductory knowledge of relevant legislation (e.g., ADA, Fair Housing).
  • Good written and verbal communication skills.
  • Ability to interact with a wide variety of people.
  • Initiative and independent thinking.

Skills

  • Preferred: High school diploma or equivalent.
  • Experience (2+ years preferred) in LIHTC property management.
  • Knowledge of Microsoft Office Suite and Property Management software.
  • Valid State Issued Drivers' License.
  • Basic knowledge of bookkeeping.
  • Certification or training in property management, LIHTC, COS, or RD.
  • Introductory knowledge of relevant legislation (e.g., ADA, Fair Housing).
  • Good written and verbal communication skills.
  • Ability to interact with a wide variety of people.
  • Initiative and independent thinking.

Benefits

The Site Manager shall be an employee of J&A, Inc. and shall be compensated for services rendered with a salary determined by J&A, Inc. The Site Manager shall be covered under the J&A, Inc. worker's compensation plan and other benefits negotiated between the Regional Manager, Human Resources and the employee. The Site Manager shall be notified of all the benefits under the adopted plan. If the Site Manager is required to live on-site, he/she will be provided a free rental unit and is exempt from the requirements of the landlord/tenant law. It is considered a tenancy for a specified period only (e.g. employment), and will end on the same day that employment is terminated. Reasonable effort will be made to give the Site Manager sufficient time to move, but as the efficient operation of the property is predicated upon the presence of a Site Manager, the transitional period necessarily must be very short. This is a condition of employment as a Site Manager. It is expected that the Site Manager will negotiate reasonable terms with the Corporate Office and move expeditiously, even if his/her termination is involuntary. In a rare circumstance when an ex-Site manager refuses to leave and efforts to negotiate vacancy of the manager's quarters fail, the Company will be forced to consider the person a trespasser and call the police for assistance.

  • Community services background related to specific tenant population being served (e.g., handicapped, elderly, homeless, veterans).
