Responsibilities

Project Planning and Control

  • Support integrated project planning, including prioritization, capacity management, and resource allocation.
  • Collaborate with project managers to develop, update, and monitor project schedules.
  • Ensure project progress tracking, including scope, timelines, costs, risks, dependencies, and benefits, in support of the responsible project manager.
  • Maintain the integrity and quality of planning data in project management tools.
  • Contribute to project initiation, monitoring, and closure activities.

Governance and Accountability

  • Establish and maintain IT project portfolio governance mechanisms, aligned with BPTI’s orientations and practices.
  • Participate in the preparation and facilitation of governance and accountability bodies, including follow-up committees, portfolio committees, and decision-making committees.
  • Produce dashboards, progress reports, and performance indicators required for various governance bodies.
  • Prepare presentations, follow-up documents, and minutes for committees.
  • Monitor decisions, actions, pending items, and commitments.
  • Contribute to improving portfolio project monitoring indicators and mechanisms.

Quality Assurance and Compliance

  • Support the project manager in ensuring project compliance with organizational, methodological, and regulatory requirements.
  • Analyze project compliance with management frameworks, processes, and best practices.
  • Perform quality controls on project management deliverables.
  • Ensure traceability of decisions, actions, risks, issues, and relevant management information.
  • Identify gaps, recommend appropriate corrective actions, and monitor their implementation.
  • Participate in quality assurance activities for management information and project documentation.

Financial Monitoring and Management Information

  • Consolidate and analyze management information from project teams to ensure quality, consistency, and reliability.
  • Monitor project efforts, costs, commitments, and financial information.
  • Produce and maintain management dashboards, including performance indicators, progress reports, risks, issues, and items requiring special attention.
  • Perform necessary reconciliations between project data and available financial data.
  • Participate in trend analysis, forecasting, and variance control.
  • Produce financial indicators and reports to support decision-making.

Support to Project Teams

  • Support project managers, Scrum Masters, RTEs, and other stakeholders in applying project management practices, whether traditional, agile, or hybrid.
  • Use and support the use of project management and monitoring tools recommended by BPTI, including Azure DevOps and corporate tracking tools.
  • Act as a resource person for the use of tools, templates, and project management methodologies.
  • Assist project managers in applying organizational processes and standards.
  • Contribute to the continuous improvement of project and portfolio management processes, tools, and practices.
  • Collaborate with communities of practice, centers of excellence, or internal project management initiatives.
  • Promote the standardization of project management practices within the VPTI.
  • Provide advisory support to stakeholders on project monitoring, control, and governance.

Requirements

  • Hold a university degree (bachelor’s) in information technology, business administration, management, or a related field.
  • Minimum of seven (7) years of experience in project planning and control or project management.
  • Completed three (3) mandates, each lasting at least one year, on large-scale organizational IT projects as a PCO.

Skills

  • Experience in organizational transformation programs or projects, ideally in a technological, public, or parapublic context.
  • Good knowledge of project management methods, frameworks, and best practices, including traditional, agile, or hybrid approaches.
  • Experience with Microsoft project management tools, particularly for planning, monitoring, accountability, and management information production.
  • Ability to consolidate, analyze, and present reliable, coherent, and structured management information.
  • Proficiency in producing progress reports, dashboards, performance indicators, and management analyses.
  • Ability to support project managers, managers, and governance bodies in preparing accountability reports.
  • Good understanding of mechanisms for tracking scope, timelines, costs, risks, dependencies, and benefits.
  • Excellent organizational, coordination, analytical, synthesis, and rigor skills.
  • Strong written and verbal communication skills.
  • Ability to manage multiple priorities simultaneously in a complex, multi-team, and multi-partner environment.

Preferred Qualifications

  • Senior-level experience in comparable mandates or within an organization the size of Santé Québec.
  • In-depth knowledge of Microsoft Dynamics, Azure DevOps, and other Microsoft project management tools.
  • Knowledge of the IT domain.
  • Specific experience in Agile project management (Scrum, Scrumban, Kanban, DAD, or SAFe) or hybrid approaches (Agile + Waterfall) is a significant asset.
  • Experience in producing dashboards, project portfolio monitoring, or organizational accountability.
  • Experience in the health and social services sector.
  • Experience within a large public or parapublic organization.
