About the role
The Payroll Department supports biweekly payroll processing for more than 10,000 employees at Baltimore City Public Schools, including on-demand payroll runs, calendar and fiscal year-end activities, quarterly tax updates, system enhancements, special projects, workforce support, and payroll administration governed by six collective bargaining agreements.
Responsibilities
- Learn and assist with the processing of biweekly payrolls in Oracle for approximately 10,000 employees.
- Partner with payroll staff to understand existing workflows and identify opportunities to streamline, automate, and improve business processes.
- Develop, maintain, and oversee payroll system documentation, including business procedures, workflows, testing plans, and operational guides.
- Aid in the design, development, execution, and documentation of test scripts for Oracle HCM, UKG Ready, and other payroll related system updates and upgrades.
- Collaborate with Payroll, Human Capital Management, Benefits, Accounting, and Information Technology teams to create and execute comprehensive cross-functional testing plans.
- Coordinate and perform testing of system enhancements, integrations, and releases with internal departments and external business partners.
- Assist with year-end balancing activities by conducting system testing and validating payroll calculations, tax reporting, and compliance requirements.
- Provide backup support for payroll processing activities and assist in resolving payroll inquiries to ensure exceptional customer service.
- Analyze payroll data and generate reports to support operational and compliance needs.
- Maintain confidentiality of employee payroll information and sensitive organizational data.
- Participates in payroll-related projects, system implementations, upgrades, and continuous improvement initiatives.
Requirements
- Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Human Resources, Information Systems, or a related field; or an Associate degree with an equivalent combination of education and relevant work experience.
- Minimum of seven (7) years of payroll experience, preferably in a high volume payroll environment, including payroll processing, timekeeping, and attendance administration.
- Experience with Oracle Fusion, UKG Ready, or other ERP, HRIS, payroll, or enterprise business systems.
- Experience supporting payroll systems, including system testing, upgrades, integrations, implementations, and process improvements.
- Comprehensive understanding of payroll administration processes and payroll related business operations.
- Experience in a public-sector, K-12 education, or unionized workforce environment is highly desirable.
- Advanced proficiency in Microsoft Office applications, particularly Excel and PowerPoint.
- Strong analytical, organizational, and problem-solving skills with exceptional attention to detail and accuracy.
- Excellent verbal, written, presentation, and interpersonal communication skills.
- Demonstrated ability to work independently and collaboratively across cross-functional teams in a fast-paced, evolving environment.
- Proven ability to prioritize competing demands, adapt to changing business needs, and operate with a strong sense of urgency.
Qualifications
- Bachelor's degree from an accredited institute of higher education or equivalent relevant professional experience required.
- At least four years of relevant full-time professional experience.
- Ability to interact with diverse constituencies and convey complicated information with tact and diplomacy.
- Proficient skill in the use of technical computer applications, including electronic databases, case management systems, and Microsoft Office, including Excel and Power Point.
- Ability to exercise independent judgment.
- Skill in research, presenting, and explaining policies and procedures, assembling data, preparing complex reports, and formulating and presenting recommendations.
- Ability to work collaboratively.
- Ability to develop and maintain strong working relationships with school system employees and managers at all levels, as well as government agencies and community stakeholders.
- Ability to multi-task, prioritize changing assignments, and organize busy workload, meet deadlines, and work well under pressure, while exercising excellent attention to detail.
Skills
- Knowledge of federal, state, and local payroll tax regulations, statutory requirements, and payroll compliance practices.

Pay
Maximum Salary: $129,933.00
Minimum Salary: $85,709.00
