Job Description and Duties

The Analyst III performs the most complex, sensitive and high-impact analytical and administrative duties in support of statewide residential programs for individuals with intellectual and developmental disabilities. The position will exercise a high degree of professional judgment, analytical expertise, and program knowledge, often with department-wide impact. Responsibilities include:

  • Leading and coordinating key components of the Department’s certification process, including reviewing and certifying residential program designs for Enhanced Behavioral Supports Homes (EBSH) and Community Crisis Homes (CCH).
  • Evaluating program plans and staffing changes and service delivery systems for compliance with applicable laws, regulations, and Department’s policies.
  • Overseeing and tracking licensing applications in coordination with the Department of Social Services (DSS) Community Care Licensing Division (CCLD).
  • Monitoring administrator certification requirements.
  • Maintaining, enhancing, and evaluating program databases and tracking systems.
  • Conducting complex research and analysis on provider organization and corporate structure.
  • Analyzing the impact of proposed legislation, regulations, and policy changes.
  • Providing high-level consultative services, recommendations, training, and technical assistance to Department Leadership, regional centers, service providers, and the public regarding residential program requirements and regulations.

Working Conditions

This position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Special Requirements

The Statement of Qualifications (SOQ) must be typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered for the position.

Describe your experience reviewing and evaluating applications, plans, proposals, or other documents for compliance with laws, regulations, policies, or program requirements. Include your role in the review and approval process, how you identified and addressed deficiencies, and how you communicated your recommendations or decisions.

Describe your experience coordinating projects or assignments involving multiple stakeholders or organizations. Include how you tracked information, monitored progress, managed competing priorities and timelines, communicated with partners, and ensured projects or assignments were completed accurately and on schedule.

Desirable Qualifications

  • Knowledge of: Microsoft Office applications (Outlook, Word, Excel); principles and practices, and trends of public administration; formal and informal aspects of the legislative process; and the administration and Department’s goals and policies.
  • Ability to: Present and document information clearly and effectively; analyze data and convey ideas; review and edit reports; establish priorities and take effective action; work collaboratively with multidisciplinary teams, including regional centers, state-operated facilities, other state agencies; provide technical assistance in community resource development; and build and maintain effective working relationships with professionals involved in housing and community services for individuals with intellectual and developmental disabilities.
