Analyst I/II (Grantmaking) - Parks, Recreation, and Neighborhood Services

About the role

The City of San José is seeking an Analyst for the Grantmaking for Community Impact Program within the Community Services Division (CSD). This position plays a crucial role in designing and managing competitive grant programs that align funding with community needs and policy priorities.

Responsibilities

• Designing grant programs that align funding with community needs and policy priorities.

• Developing equitable funding methodologies, risk assessment tools, and funding allocation strategies.

• Leading competitive solicitations, proposal evaluation, funding recommendations, and contract negotiations.

• Managing grant agreements, compliance monitoring, fiscal oversight, and technical assistance to funded partners.

• Building and implementing performance measurement systems, databases, dashboards, and program evaluation frameworks.

• Collecting and analyzing program data to measure outcomes, improve services, and inform decision-making.

• Coordinating with City departments, school districts, county agencies, nonprofit organizations, and community stakeholders to maximize collective impact.

• Driving continuous improvement by refining grant processes, strengthening accountability, and modernizing grant management system.

Requirements

Minimum Qualifications:

• Analyst I: A Bachelor's Degree from an accredited college or university.
• Analyst II: A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

• Computer Skills: Experienced with common business computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel.

• Customer Service: Demonstrates the ability to anticipate customers' needs and deliver services effectively and efficiently using professional demeanor.

• Multi-Tasking: Can handle multiple projects and responsibilities simultaneously; has handled a wide variety of assignments in past and/or current position(s).

• Meeting Ethical Standards: When confronted with ethical dilemmas, acts in a way that reflects relevant law, policy and procedures, agency values, and personal values.

Pay

The salary range for the Analyst I/II classifications is as follows:

• Analyst I: $92,994.72 - $113,022.00
• Analyst II: $101,468.64 - $123,330.48

Actual salary shall be determined by the final candidates’ qualifications and experience.
