About the role

The Analyst, Financial Systems II (Program Analyst) supports the US Army Combat Capabilities Development Command (DEVCOM) - C5ISR Center - Engineering and Systems Integration (ESI) Directorate. Key responsibilities include conducting technical program management, budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development. Coordination with government budget/financial planning teams and other government technical leads is also required.

Responsibilities

  • Conduct technical program management, budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
  • Cook with other Government organizations to coordinate actions and information (technical and financial).
  • Coordinate with the government budget/financial planning team to ensure forecasts and spending are tracked for each effort.
  • Coordinate with Government technical leads to develop programmatic and technical briefings.
  • Receive and analyze program CDRLs.
  • Support technology transfer programs, including Cooperative Research and Development Agreements (CRADA).
  • Collaborate with Contractors internal and external to ESI and Government Partners (e.g., CRADA, EPA).
  • Work with Contractors across mission areas within ESI and system primes/OEMs/industry system/subsystem vendors/Other Transaction Authority (OTA) vendors.

Requirements

  • AS/AA or 2 yr Tech School minimum with a minimum of 3 years of experience managing government technical acquisition programs.
  • Military experience E4 and up.
  • A deep understanding of financial regulations.
  • A proven ability to manage audits.
  • The capacity to independently resolve significant budgetary discrepancies.

  • Knowledge and skill in the application of related laws, regulations, policies, precedents, methods, and techniques of budgeting.

Benefits

Base salary range: $91,529 - $108,646. Overtime, shift differential, and discretionary bonuses may apply.
