Analyst

Salary range: $7,980.00 - $9,994.00 per month. Effective July 1, 2025, a temporary pay reduction is in effect under the Personal Leave Program (PLP) 2025; details at CalHR’s PLP page. New hires start at the minimum salary of the classification.

Alternate range: $7,269.00 - $9,094.00 per month (PUBLIC UTILITIES REGULATORY ANALYST II).

Location: Sacramento County. Hybrid telework. Permanent, full-time.

About the role

The California Public Utilities Commission’s Energy Division/Electric Planning and Market Design Branch is seeking a dynamic, creative analyst to join the Electric Market Design Section. This role supports California’s efforts to achieve reliable, safe, and affordable energy service while meeting ambitious climate goals. The team values strong communication skills and collaboration.

Responsibilities

• Support the Electric Market Design Section in developing work products that advise and assist high-level decision-makers, including Commissioners, Judges, and Energy Division management.
• Work on energy market and reliability projects, such as resource adequacy compliance and oversight of utility energy procurement activities.
• Make recommendations based on independent analysis of regulatory, policy, and technical issues.
• Develop analysis and recommendations for CPUC’s policy-setting rulemakings through reports, memos, and other work products.
• Review and provide feedback on proposed legislative bills.
• Oversee implementation of programs resulting from CPUC and legislative processes.
• Write and present reports, coordinate with other California organizations and agencies (e.g., California Energy Commission, California Air Resources Board, California Independent System Operator), and respond to outside inquiries.

Requirements

• Eligibility for the classification (PUBLIC UTILITIES REGULATORY ANALYST III or II). New applicants must gain eligibility through the standard examination or the Limited Examination and Appointment Program (LEAP) for applicants with disabilities.
• Experience in public utilities and/or transportation in economics, finance, or policy must be clearly described in the application (STD 678 form).
• Foreign education must be verified for U.S. equivalency by the application deadline via a NACES-approved credential evaluation service.

Qualifications

Applicants must submit a Statement of Qualifications (SOQ) addressing the following (no smaller than 11-point Arial font, single-spaced, maximum two pages):

• Experience managing technical projects, providing leadership support, establishing schedules, and managing timely deliverables.
• Experience gathering data, synthesizing information, and conducting economic, regulatory, and financial analyses using tools such as Excel and Tableau.
• Experience communicating complex information to diverse audiences through written materials (e.g., white papers, reports, memos) and presentations.
