Air Compliance Engineer

About the Role

The Senior Air Compliance Engineer, working independently with limited supervision, leads Devon’s Oil and Gas Methane Partnership (OGMP) 2.0 implementation and reporting program. This role combines deep air quality and methane regulatory expertise with active external engagement, building relationships with OGMP peers, industry associations, and regulators while supporting the air compliance and operations reporting applications the team relies on daily.

The position delivers specialized air quality support to operating divisions, ensures consistent and defensible methane reporting, and represents the company’s methane program externally with credibility.

Responsibilities

• OGMP 2.0 Leadership & Reporting
  • Leads end-to-end implementation of OGMP 2.0 reporting requirements, including Level 4/5 source-level quantification, reconciliation, and annual reporting submissions.
  • Analyzes evolving methane and air emissions regulations, interprets requirements, and develops cost-effective compliance programs aligning with EPA, state, and international standards.
  • Coordinates cross-functional data collection (measurement, engineering estimates, reconciliation) to support annual OGMP reporting and improve emissions accuracy.
  • Tracks OGMP 2.0 milestones and maintains methodology documentation for internal and external reporting.
  • Owns reconciliation methodology and technical relationships with UNEP and third-party reconciliation platform vendors to achieve sustained Level 5 recognition.
  • Sponsors targeted measurement campaigns (e.g., basin-specific engine testing) to address regulator feedback and mitigate compliance risks.
  • Leads reporting-alignment decisions following mergers, acquisitions, or portfolio changes, ensuring documentation ahead of asset list confirmation.
  • Establishes and owns Devon’s satellite emissions-alert response process and supports third-party verification readiness for emerging regulations (e.g., EU Methane Regulation).
• External Engagement & Representation
  • Serves as a primary point of contact for OGMP peer companies, participating in working groups, benchmarking, and shared learning forums.
  • Represents the company in trade associations and industry coalitions on methane and air quality matters, advocating for organizational positions.
  • Engages directly with regulatory agencies (e.g., EPA, state regulators) at meetings, hearings, and public forums.
  • Acts as a public-facing voice on the company’s methane reporting program, presenting to stakeholders, industry groups, media, or community audiences.
  • Builds and maintains a professional network across the OGMP reporting community to benchmark methodology and shape industry norms.
• Broader Air Compliance Support
  • Provides cost-effective air compliance guidance to Operations, balancing regulatory adherence with operational efficiency.
  • Participates in pre-project environmental assessments to identify air quality impacts and supports mitigation strategies.
  • Leads complex projects independently, drives process improvement, and mentors junior team members.
  • Identifies, diagnoses, and recommends solutions to complex air compliance problems, coordinating across functional areas.
• Reporting Applications (Supporting Responsibility)
  • Provides day-to-day support and hands-on development/maintenance for air compliance and operations reporting applications.
  • Partners with IT/data teams on larger enhancements and identifies opportunities to streamline reporting workflows.

Requirements

• Bachelor’s degree in Engineering, Data Science/Computer Science, or a related discipline; equivalent relevant work experience considered.
• 7+ years of relevant experience in air quality/environmental compliance, with a focus on methane reporting, OGMP 2.0, GHG inventories, or similar programs.
• Direct experience with OGMP 2.0 reporting frameworks strongly preferred.
• Demonstrated experience representing an organization externally (e.g., industry associations, peer companies, regulatory agencies).
• Familiarity with air compliance reporting tools/applications is a plus.
• Upstream oil & gas industry experience preferred.
• Experience navigating reporting changes through mergers/acquisitions or supporting third-party verification is a plus.

Skills & Competencies

• Strong working knowledge of methane/air emissions regulations and reporting frameworks (OGMP 2.0, EPA Subpart W, state air programs).
• Excellent communication and presentation skills for public representation to regulators, industry peers, and external audiences.
• Strong relationship-building skills with a genuine interest in engaging the OGMP and methane-reporting community.
• Ability to work independently, manage competing priorities, and lead cross-functional initiatives.
