AI Adoption & Change Specialist IV

About the role

Noblis is seeking an AI Adoption and Change Specialist IV to support our customer in Chantilly, VA. The AI Adoption and Change Specialist IV will lead the organizational adoption of emerging technologies and AI-enabled capabilities by combining deep expertise in enterprise change management, stakeholder engagement, workforce transformation, and prompt engineering.

Responsibilities

• Develops and implements comprehensive AI enablement strategies that translate technical capabilities into practical, everyday operational improvements across the workforce.
• Applies hands-on expertise in prompt engineering, iterative testing, model refinement, and human-AI interaction best practices to optimize AI tool adoption and usage patterns.
• Develops executive briefings, user guides, job aids, and multi-tiered training programs for both technical and non-technical audiences, ensuring sustained knowledge transfer.
• Designs and executes multi-channel communication plans that build awareness, generate buy-in, and sustain momentum throughout the technology transition lifecycle.
• Establishes and maintains responsible AI governance frameworks, including ethical use policies, bias monitoring, and compliance with organizational and regulatory standards.
• Tracks adoption metrics, user engagement data, and performance indicators for executive leadership, continuously optimizing workflows to embed AI habits across the workforce.
• Identifies opportunities to transform legacy processes into AI-augmented workflows, managing the human side of process reengineering.
• Serves as the recognized authority on AI change management methodology, advising executive leadership on adoption strategy, organizational risk, and workforce readiness.

Requirements

• US Citizenship is required
• Active Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) and the ability to obtain a Counterintelligence (CI) Polygraph.
• Bachelor's or Master's degree in Organizational Development, Organizational Psychology, Business Administration, Communications, Information Technology, or a related field.
• 10+ years of progressive experience in organizational change management, with at least 8 years leading enterprise-scale technology transformation initiatives and at least 3 years specifically focused on AI/ML-driven organizational change.
• Minimum of 5 years of hands-on experience with AI enablement, prompt engineering, generative AI deployment, or human-AI interaction design in production environments.
• Minimum of 10 years supporting change management, workforce transformation, or technology adoption within government agencies, federal contractors, or highly regulated public sector environments, with demonstrated experience across multiple agencies or programs.
• Demonstrated history of advising SES-level, C-suite, or equivalent executive leadership on technology transformation strategy and organizational readiness.
• Proven experience establishing AI governance frameworks, responsible AI policies, and ethical use standards within regulated environments.

Qualifications

• TS/SCI CI Polygraph
• Prosci Certified Change Practitioner (CCP) or ACMP Certified Change Management Professional (CCMP)
• SAFe Program Consultant (SPC), Lean Portfolio Management, or equivalent enterprise Agile certification
• Certified Professional in Training Management (CPTM) or equivalent L&D credential
• Experience developing or contributing to federal AI governance policy (e.g., NIST AI RMF, OMB AI guidance, agency-specific AI strategies).
• Experience leading AI Centers of Excellence, AI governance boards, or enterprise AI adoption programs.
• Familiarity with advanced AI/ML concepts including fine-tuning, retrieval-augmented generation (RAG), multi-modal models, and agentic AI architectures.
• Experience with organizational network analysis (ONA) and behavioral analytics to measure adoption patterns.
• Track record of building and scaling AI change management practices from zero to enterprise maturity.
• Prior experience as a trusted advisor or embedded consultant to agency CIOs, CTOs, or Chief AI Officers.
• Recognized industry speaker or published author in change management, digital transformation, or AI adoption.

Pay

The projected compensation range for this position is $160,800.00 - $251,325.00 per year, based on full-time status.
