Responsibilities

Lead the review and interpretation of existing laws, rules and regulations, and the development of new legislative or regulatory proposals applicable to DCP;
Provide legal guidance in connection with public and private zoning and land use applications;
Assist the City’s Law Department in litigation involving DCP, including collection of the administrative record and reviewing affidavits and memos of law;
Negotiate and draft notices of restrictions, restrictive declarations, correspondence and other documents associated with zoning and land use applications and City Environmental Quality Review (CEQR);
Research legal cases, opinions and decisions;
Analyze legal documents and assist in preparing and reviewing DCP contracts;
Assist staff with compliance with agency policy and professional standards, as well as DCP compliance with Freedom of Information Law and other administrative requirements;
Participate in conducting special studies and projects;
Assist with agency personnel and disciplinary matters;
Perform related tasks.

Requirements

  • Admission to the New York State Bar;
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).

Qualifications

  • In addition to meeting the minimum qualification requirements, incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
  • To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
  • To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Skills

  • Ability to analyze legal documents and prepare and review contracts;
  • Experience with drafting notices of restrictions, restrictive declarations, and correspondence;
  • Knowledge of zoning and land use applications;
  • Ability to conduct research and provide legal guidance;
  • Experience with public and private litigation;
  • Strong communication and interpersonal skills;
  • Ability to work independently and with a team;
  • Proficiency in using legal research databases and software;
  • Ability to manage multiple tasks and deadlines;
  • Understanding of New York State and local government regulations and policies;
  • Ability to communicate effectively with clients, colleagues, and stakeholders;
  • Ability to maintain confidentiality and handle sensitive information.

Pay

$96,638.00 – $111,133.00
