Agency Attorney Level 3

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The Legal Bureau provides legal guidance to the Police Department, advising on all legal matters affecting the Department, including major criminal and civil litigation, legislative and judicial developments, and ensuring policies and practices are lawful and fairly applied.

About the role

The Legal Training Unit serves as the primary liaison with the NYPD Training Bureau, providing training to uniformed members of the service on crime-fighting strategies, courtroom testimony, criminal law, and new legislation. The Agency Attorney will represent the Department in various legal matters, with duties varying based on assignment.

Responsibilities

• Conduct specialized and personalized training for uniformed members on critical criminal procedure topics, including car stops, search and seizure, warrant executions, right to counsel, custodial interrogations, and courtroom testimony preparation.
• Advise members of the service on changes to relevant criminal laws and emerging trends.
• Provide legal advice to Department personnel on active criminal matters and investigations.
• Coordinate with the NYPD Professional Standards Bureau to address compliance issues and enhance trainings.
• Liaise with the NYPD Training Bureau on training matters, scheduling, and conducting regular training sessions.
• Conduct legal research on laws and regulations relating to the Department.
• Recommend areas for policy improvement and risk management.
• Draft legal documents by researching applicable statutes, case law, and interpreting laws related to the Department.
• Provide guidance to other attorney staff and support staff, including training on policies, practices, and new procedures.
• Review case files, recommend follow-up actions, and assume full responsibility in the absence of a supervisor.

Requirements

• Admission to the New York State Bar; and either:
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).
• Incumbents must remain Members of the New York State Bar in good standing for the duration of employment.
• For Assignment Level (AL) II: One year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar.
• For Assignment Level (AL) III: Two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar.

Preferred Skills

• At least 5 or more years of criminal law practice in New York State.
• Extensive trial room experience as a prosecutor or defense attorney.
• Thorough knowledge of the New York State Penal Law, Criminal Procedure Law, NYC Administrative Code, and other relevant local, state, and federal criminal laws.
• Familiarity with federal and state discovery rules and procedures.
• Strong communication skills and the ability to convey complex legal topics clearly to large groups.
• Experience with data management, information governance, or compliance.
• Ability to work collaboratively in a team-oriented environment.
• Possession and maintenance of a NYS Driver's License.

Pay

$92,525.00 – $136,593.00

New York City Residency is not required for this position.
