Affordable Programs Manager (Austin local)
About the role
The Affordable Programs Manager at Capstone Real Estate Services, Inc. is responsible for coordinating internal and HUD audits for various affordable housing programs, providing expertise and guidance, and overseeing the implementation and monitoring of these programs.
Responsibilities
- Coordinate internal and HUD audits for assigned affordable housing programs, including HTC, BOND, HTF, HOME, CDBG, AHDP, PBS8, 811, and PH programs.
- Provide recommendations and information to internal and external contacts regarding assigned aspects of affordable housing compliance.
- Organize and oversee the preparation and response actions to required HUD state, syndicator, lender, and owner file reviews and responses.
- Prepare Rental Information Schedules, Annual Owner Compliance Reports, and conduct eligibility file reviews as assigned.
- Oversee onsite and remote agency, syndicator, and lender file audits and responses for HUD programs.
- Track and prepare properties for upcoming on-site and remote file audits.
- Prepare and submit properties with HUD funding for on-site and remote file audits.
- Assist in conducting corrective action for both MOR and REAC audits.
Requirements
- College degree or equivalent combination of advanced education and experience.
- Minimum 3 years of experience working in HUD / LIHTC environment.
- Demonstrated expertise in general bookkeeping/accounting procedures.
- Advanced communication skills, especially technical writing.
- Experience with Microsoft Office Suite (Word, Excel, Access, PowerPoint, etc.).
- Detailed knowledge of IRS Section 42 and Section 8 HUD regulations.
- Detail-oriented, self-motivated, and conscientious.
- Punctual, with high standards of integrity and ethics.

- Desirable skills include college degree or advanced education, minimum 3 years experience in HUD / LIHTC environment, demonstrated expertise in general bookkeeping/accounting procedures, advanced communication skills, experience with Microsoft Office Suite, detailed knowledge of IRS Section 42 and Section 8 HUD regulations, multifamily or commercial real estate designations, detail-oriented, self-motivated, conscientious, punctual, and high standards of integrity and ethics.
