Advanced Data Analyst

Kansas Department of Health and Environment (KDHE) is led by Secretary Janet Stanek and comprises three divisions: Public Health, Environment, and Health Care Finance (including the State’s Medicaid program, KanCare). About the role

This full-time, unclassified position ensures datasets are accurate and clean through initial scrubbing, regular examination, and ongoing analysis. The role involves tracking and reporting progress on data cleaning goals, formulating techniques for quality data collection, resolving data quality issues using analytical software such as SAS, and maintaining data integrity through deduplication and process improvements. The position also supports data analysis, reporting, and collaboration with program directors, epidemiologists, and team members to provide training and technical assistance.

Responsibilities

• Perform initial scrubbing of data and conduct regular scheduled examinations of records to ensure accuracy and cleanliness.
• Track and report progress on data cleaning goals and formulate techniques for quality data collection.
• Resolve data quality issues or discrepancies using analytical software such as SAS.
• Maintain data quality through ongoing analysis, deduplication, and process improvements.
• Refine reports, dashboards, and processes to continuously monitor data quality and integrity.
• Work with management to identify opportunities to leverage shared data for program improvements.
• Extract, review, analyze, and finalize data for reports in accordance with federal guidance.
• Analyze data sets and collaborate with data stewards to ensure accuracy and completeness; follow up with partners to correct or complete data.
• Summarize and document trends within data sets and develop recommendations for program improvements.
• Serve as the point of contact for data housed in multiple systems shared by several programs.
• Prepare maternal and child health, family planning, WIC, and other program data for progress and performance reports.
• Provide training, technical assistance, and consultative services regarding data use.
• Identify data and produce fact sheets, issue briefs, and other resources to highlight program progress and inequities.
• Participate in data and policy conferences, webinars, and phone conferences at the state and local level.
• Present data to state staff, local partners, coalitions, and other audiences to inform action.

Requirements

• One year of experience in data analysis, including evaluating, studying, or reporting on statistical, economic, health, fiscal/budget, legislative, or administrative data.
• Education in public health, statistics, epidemiology, computer science, or mathematics may substitute for experience as determined relevant by the agency.
• Valid Driver's License—incumbent must maintain a valid driver's license when operating a state vehicle, private vehicle, or rental vehicle for state business.

Qualifications

Preferred Qualifications:

• Bachelor’s or Master’s Degree in Public Health, Computer Science, Mathematics, Environmental Science, Statistics, Biostatistics, or a related field.
• Proficiency in Word, Excel, PowerPoint, and Access.
• Strong proofreading, editing, and attention to detail.
• Ability to establish and maintain effective relationships and communicate effectively, both orally and in writing.
• Ability to plan, organize, and perform a variety of functions, record and transmit information, and follow instructions.
• Ability to thrive in a fluid environment and work autonomously or take direction as needed.
• Experience with statistical packages such as SPSS, SAS, R, or Python.
• Project management education/training, collaborative development, or collective impact experience.
• Grant writing training/education or experience with quality improvement processes.
• Experience with gathering, reviewing, and tracking contracts and fiscal information.
• Advanced project management skills and flexibility.

Pay

Hourly Pay Range: $25.00 - $27.52. Salary varies depending on education, experience, or qualifications.

Schedule

Monday-Friday, 8:00 AM - 5:00 PM (flexible schedules available).
