About the role

The Police Operations & Training Program Manager is responsible for the strategic planning, development, and administration of the Police Department’s training, compliance, and administrative support programs. This position serves as a key advisor to command staff and plays a critical role in ensuring operational readiness, regulatory compliance, risk mitigation, and organizational effectiveness. This role has significant responsibility for program, budget, and policy oversight, and interagency coordination, directly impacting department performance, liability exposure, and public safety outcomes.

Responsibilities

  • Strategic Leadership & Program Management:
    • Leads the development and execution of the department’s comprehensive training and professional development strategy.
    • Manages and administers the training, compliance, and administrative services programs, ensuring alignment with departmental goals and industry best practices.
    • Advises the Chief of Police and command staff on training needs, compliance risks, operational readiness, and policy development.
    • Develops long-range plans, performance metrics, and program evaluations to improve organizational effectiveness.
    • Leads cross-functional teams, committees, and special projects related to training, accreditation, and operational initiatives.
  • Training, Compliance & Risk Management:
    • Serves as the department’s subject matter expert on Colorado POST requirements, ensuring full compliance with all state-mandated training standards.
    • Oversees training compliance systems, audits, and accreditation readiness efforts; serves as liaison during inspections and reviews.
    • Monitors legislative and regulatory changes; implements necessary updates to policies, procedures, and training programs.
    • Develops and delivers training related to departmental initiatives, legal updates, and operational priorities.
    • Maintains official training records and documentation in compliance with legal and accreditation standards.
  • Budget, Grants & Resource Management:
    • Monitors the division budget, including forecasting, expenditure tracking, and cost-control strategies.
    • Identifies, applies for, and manages grant funding opportunities, ensuring compliance with all reporting requirements.
    • Collaborates with teams on budgeting requests and invoices for academies and other training needs.
    • Oversees procurement, inventory control, and lifecycle management of department equipment and supplies.
  • Personnel Support, Recruitment & Workforce Development:
    • Partners with Human Resources to lead and enhance recruitment, selection, onboarding, and retention strategies.
    • Coordinates and oversees all phases of hiring processes, including testing, interviews, and background coordination.
    • Develops workforce planning and succession strategies to support long-term organizational needs.
    • Provides functional supervision, leadership, and guidance to sworn and civilian personnel assigned to training and administrative programs.
    • Onboards new employees, including working cross-departments to ensure proper equipment is provided for officers and supervises police recruits before academy entrance.
  • Operations, Logistics & Special Events:
    • Oversees coordination of extra-duty assignments, contracts, and staffing logistics for public and private events.
    • Reviews and assesses special event permits; determines staffing needs and ensures appropriate resource deployment.
    • Plans and manages large-scale departmental events, ceremonies, and operational initiatives.
  • Interagency Coordination & External Relations:
    • Represents the department with regional law enforcement agencies, training consortiums, POST, and professional organizations.
    • Establishes and maintains partnerships to enhance training opportunities and operational collaboration.
    • Serves as liaison between the department and external stakeholders on administrative, training, and compliance matters.
  • Data Analysis & Performance Management:
    • Analyzes operational, training, and staffing data to identify trends, risks, and opportunities for improvement.
    • Provides requested information for operational and technical reports by researching departmental files and records; recording, retrieving data, compiling data/statistics, and organizing and presenting information in professional format, which may include tables, charts, and graphs.
    • Recommends data-driven strategies to improve efficiency, compliance, and service delivery.
    • Manages and oversees documents for assigned area, ensuring proper documents are created and signed, all data is accurate, and documents are stored, backed up, and retention policies are followed.
  • General Responsibilities:
    • Ensures all programs and assignments meet high standards of quality, accuracy, and professionalism.
    • Exercises independent judgment in resolving complex administrative and operational issues.
    • Performs other duties and special projects as assigned.

Requirements

  • Minimum of two (2) years of progressively responsible experience in law enforcement administration, training management, or program leadership.
  • Minimum of two (2) years of managing financial oversight in government, law enforcement, military, or other regulated environment. Handling line items like equipment, training contracts, invoicing, procurement, or controlled materials.

Qualifications

  • Bachelor’s degree in Criminal Justice, Public Administration, or related field (preferred).
  • Experience with POST compliance, accreditation, budgeting, and grant management (preferred).
  • An equivalent combination of education, experience, knowledge, skills, and abilities.

Skills

  • Advanced knowledge of law enforcement operations, training standards, and regulatory requirements.
  • Strong understanding of organizational leadership, program management, and public sector administration.
  • Ability to analyze complex issues, develop strategic solutions, and influence decision-making at the command level.
  • Knowledge of federal, state, and local laws related to compliance, records management, and public safety operations.
  • Excellent leadership, interpersonal, and communication skills.
  • Strong financial acumen, including budgeting and grant management.
  • Ability to lead projects, manage competing priorities, and meet critical deadlines.
  • High level of discretion, professionalism, and political awareness.
  • Advanced proficiency in Microsoft Office and specialized systems (e.g., POST Portal, records systems).
  • Ability to use sound judgment and maintain strict confidentiality.
  • Ability to communicate effectively, orally and in writing.
  • Ability to manage time and workload effectively, including planning, organizing, and prioritizing with attention to detail.

Pay

Pay Range: $77,437.00 - $109,380.25 Annual
