ADMINISTRATIVE SERVICES SPECIALIST

Responsibilities
- Assisting the Contracting Officer Representative for construction, maintenance, service contracts, and all minor repair projects.
- Responsible for maintaining and administering a variety of budget and financial management activities.
- Monitoring and tracking obligations and expenditures in addition to preparing travel itineraries.
- Assisting in formulation, justification, and execution of the office budget.
- Responsible for administering routine contracting and procurement activities.
- Reviewing requisitions and formal advertising or negotiations.
- Coordinating a variety of facility maintenance and/or repair activities for offices and workspaces.
- Promoting and coordinating effective records management programs with managers and employees by providing guidance and training.
- Providing support services in relation to space management, records, supplies and equipment, office security, internal controls, health, and safety.
- Projecting and analyzing space needs based on proposed initiatives, staff changes, and technology improvements.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication, including fingerprint, credit and tax checks, and drug testing.
- Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one-year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
GS-9: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-07 level in Federal service which could have been gained in the federal, public, and/or private sector. Specialized Experience is defined as:
- Monitoring and tracking budget obligations and/or expenditures;
- Reviewing requisitions and/or administering procurement activities;
- Providing administrative support in areas such as human resources, records management, and/or facilities and space management.
OR Education: One of the following types of education in a related field (e.g., Business, Accounting, Finance, Human Resources):
- Master's or equivalent graduate degree, or
- 2 full years of progressively higher-level graduate education leading to such a degree, or
- LL.B. or J.D., if related.
Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR Combining Education and Experience: A combination of specialized experience and graduate education which when combined meets 100% of the requirements for the position. Only graduate education in excess of one (1) full year is creditable. To compute the percentage:
- Divide your total months of qualifying experience by 12.
- Divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18.
- Add the two percentages. The total percentage must equal at least 100% to qualify for this grade level.
