About the role

This position provides guidance on human resource and budgetary utilization, position classification, and position management activities. Duties also include managing recruitment, selection, promotion, awards, and training; assessing adequacy of available funds; creating new or revised day-to-day procedures; preparing budgetary justification statements; researching financial data; tracking expenditures; working with program staff; overseeing development of standard operating procedures; managing administration, inventory, and reporting of government property; ensuring compliance with FSIS policy and OSHA regulations.

Responsibilities

  • Led organizational improvement projects that strengthened resource allocation and enhanced the structure of administrative operations
  • Provided guidance on position classification and position management to support effective use of human resources
  • Prepared budget justification materials and applied USDA financial systems to research and monitor financial data
  • Reviewed available funding and adjusted budget estimates to prevent over-obligation and maintain fiscal integrity
  • Oversaw procurement activities, including evaluating requisitions and ensuring compliance with contracting standards
  • Developed written communications that conveyed policies and resource-use strategies to support organizational decision-making

Requirements

  • US Citizen or US National
  • Males born after 12/31/1959 must be Selective Service registered or exempt
  • Satisfactory adjudication of background investigation and/or fingerprint check
  • May be required to successfully complete a probationary or trial period, unless previously served
  • Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution
  • Successfully pass the E-Verify employment verification check

Qualifications

  • One year of specialized experience (equivalent to the GS-12 level) that demonstrates the following: Led organizational improvement projects that strengthened resource allocation and enhanced the structure of administrative operations; Provided guidance on position classification and position management to support effective use of human resources; Prepared budget justification materials and applied USDA financial systems to research and monitor financial data; Reviewed available funding and adjusted budget estimates to prevent over-obligation and maintain fiscal integrity; Oversaw procurement activities, including evaluating requisitions and ensuring compliance with contracting standards; Developed written communications that conveyed policies and resource-use strategies to support organizational decision-making.
