Administrative Officer.
About the role
This position serves as the Administrative Officer for a National Cemetery, overseeing budgeting, financial management, procurement, administrative operations, and funeral arrangements for veterans and their dependents.
Responsibilities
- Provide budgeting and financial management, including budget formulation, justification, execution, financial reporting, and analysis of federal budget calls.
- Brief managers on schedules and data requirements; ensure all expenditures are properly authorized and documented.
- Manage procurement contracting, including preparing procurement requests, evaluating proposals, acting as Contracting Officer’s Representative (COR), and maintaining procurement records.
- Prepare and review purchase orders for supplies, equipment (e.g., personal computer hardware/software), and other specialized items.
- Serve as a government purchase card holder, purchasing goods and services in accordance with VA Federal Acquisition Regulations.
- Provide overall administrative management, including interpreting policies, developing local procedures, and advising management on administrative issues.
- Make funeral arrangements, receive burial requests for veterans and dependents, ensure authorization prior to interment, attend committal services, and process headstones/markers.
- Perform public outreach as needed.
Schedule
- Required to work Monday through Friday, 8:00 AM to 4:30 PM.
- May include occasional weekends and holidays, including mandatory work on Memorial Day and Veterans Day.
- Staff may be required to work on Federal holidays or Saturdays when holidays fall on a Monday or Friday.
- Overtime, weekends, and holidays may be required to meet cemetery needs; emergency callback possible.
- Compressed/flexible schedules and telework are not available. This is an on-site position.
Pay
- GS-09: $61,722 – $80,243 per year.
- GS-11: $74,678 – $97,087 per year.
Relocation expenses and recruitment incentives are not authorized.
Requirements
- Subject to a background/security investigation and may be required to undergo designated/random drug testing.
- Selective Service Registration is required for males born after 12/31/1959.
- Must serve a probationary period and be a U.S. citizen.
- Must possess and maintain a REAL ID-compliant valid state driver’s license.
- Selected applicants will complete an online onboarding process.
Qualifications
To qualify, applicants must meet specialized experience and time-in-grade requirements within 45 days of the announcement closing date (08/14/2026).
Time-in-Grade Requirement
- For GS-09: Must have served 52 weeks at the GS-07 level.
- For GS-11: Must have served 52 weeks at the GS-09 level.
- Applicants must submit an SF-50 demonstrating eligibility.
Specialized Experience
GS-09: One year of specialized experience equivalent to GS-07, including personnel management, budget management, office administration, financial management, procurement, and preparing statistical reports. Alternatively, a master’s degree or 2 years of progressively higher-level graduate education (or LL.B./J.D.) may substitute. A combination of education and experience is also acceptable. Transcripts required if qualifying by education.
GS-11: One year of specialized experience equivalent to GS-09, including personnel management, budget management, office administration, financial management, procurement, and conducting studies/data collection. Alternatively, a Ph.D., 3 years of progressively higher-level graduate education, or LL.M. may substitute. A combination of education and experience beyond 36 semester hours is also acceptable. Transcripts required if qualifying by education.

Physical Requirements
