About the Role
The Division Manager – Facilities Maintenance & Operational Services provides executive leadership and strategic direction for maintenance and repair programs across the County’s diverse portfolio of physical assets. Reporting to the General Manager, this role ensures reliable, efficient, and compliant operation of building systems, infrastructure, and maintenance services.
In collaboration with Capital Projects, the Division Manager aligns maintenance, renewal, and infrastructure priorities with long-term capital planning and investment strategies. This position oversees personnel, fiscal management, operational performance, and regulatory compliance while driving service excellence and continuous improvement. The role is pivotal in modernizing the County’s facilities operations through a data-driven, financially balanced, and customer-focused service model that supports critical public services throughout Greater Los Angeles.
Responsibilities
- Organizational Management & Leadership:
- Directs and oversees Facilities Maintenance & Operations programs across five County districts, including building trades and technical services.
- Leads and supervises managers, supervisors, project managers, and skilled trades personnel to ensure operational effectiveness and workforce performance.
- Establishes and administers performance management systems, workforce planning, succession planning, and employee evaluations.
- Leads labor relations activities in a unionized environment, ensuring compliance with applicable Memoranda of Understanding (MOUs).
- Strategic Leadership & Capital Integration:
- Develops and implements strategic plans, operational priorities, and service delivery models aligned with County goals.
- Coordinates with Capital Projects staff to align maintenance activities, deferred maintenance, infrastructure renewal, and operational requirements.
- Prepares and presents executive briefings, reports, recommendations, and strategic updates to Department leadership and partners.
- Facilities Operations & Asset Management:
- Directs maintenance and repair operations for facility systems including HVAC, electrical, plumbing, structural, environmental, and life-safety systems.
- Oversees preventative maintenance programs, work order systems, and service request processes to ensure timely and efficient service delivery.
- Ensures facilities meet operational, safety, and environmental standards.
- Project Delivery (Non-Capital & Repair Programs):
- Directs planning, procurement, scheduling, and execution of repair projects, infrastructure upgrades, equipment replacements, and replace-in-kind programs.
- Coordinates project scopes, priorities, and schedules with Capital Projects personnel to support efficient project delivery.
- Financial & Resource Management:
- Manages fiscal oversight and accountability for the Division’s operating budget, including forecasting, expenditure control, and resource distribution.
- Leads multi-year budget development, financial planning, forecasting, budget stabilization, and recovery planning aligned with capital and operational needs.
- Implements cost containment and prioritization strategies, directing resources to critical, high-impact, and regulation-focused work.
- Supervises contract administration, procurement activities, and vendor performance to ensure cost-effectiveness, compliance, and value delivery.
- Prepares financial reports, ensures audit readiness, and maintains compliance with County fiscal policies and procedures.
- Regulatory Compliance, Sustainability & Risk Management:
- Ensures compliance with applicable federal, state, and local regulations governing facilities operations and maintenance.
- Directs safety programs, inspections, and regulatory audits.
- Integrates sustainability, energy efficiency, and environmental stewardship into maintenance operations.
- Leads emergency response and disaster recovery operations for County facilities, ensuring rapid mobilization, continuity of critical services, and coordination with County emergency management agencies.
- Performance Management & Operational Oversight:
- Monitors and evaluates operational performance using critical metrics, dashboards, and reporting tools (e.g., CMMS, Power BI).
- Analyzes data to inform decision-making, resource allocation, and service improvements.
- Stakeholder Engagement & Customer Service:
- Serves as a primary liaison with County departments, leadership, and external partners.
- Develops and maintains customer service models emphasizing responsiveness, communication, and reliability.
- Builds and maintains strong partnerships across departments and with Capital Projects.
- Operational Transformation & Service Model Modernization:
- Leads implementation of cost-recovery, billable service, and chargeback operating models to improve accountability and financial transparency.
- Develops and implements service definitions, billing structures, rate methodologies, and cost tracking procedures aligned with County policies and industry standards.
- Equity, Public Service & Community Impact:
- Promotes equitable service delivery practices and ensures operational facilities support the diverse needs of County departments and communities.
Requirements
You must possess and clearly articulate detailed work history handling relevant tasks in your application.
- Five years of experience managing facilities maintenance services for an organization with multiple operational units at the level of Section Manager, Facilities Operation, ISD. This experience must include directing building systems, infrastructure, maintenance operations, budget, personnel, fiscal, and other administrative functions.
- A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.
Physical Requirements
Physical Class 2 - Light: This role involves administrative and clerical duties requiring light physical effort, including occasional light lifting up to 10 pounds and some bending, stooping, or squatting. Considerable ambulation may be involved.
Special Requirement Information
- Managing facilities maintenance is defined as experience at the level of Section Manager, Facilities Operation, ISD, including:
- Managing facilities maintenance staff through subordinate supervisors.
- Measuring staff performance and ensuring accountability through evaluations and disciplinary actions.
- Planning, coordinating, directing, and overseeing building services, maintenance activities, personnel, resources, budgets, and operational systems to ensure safe, efficient, and compliant facility operations.
- Building systems include HVAC, electrical, plumbing, structural elements, fire and life safety systems, elevators, utility systems, building controls, and other infrastructure supporting building functionality.
- Infrastructure refers to physical facilities, utility systems, equipment, site improvements, and supporting assets required for operational continuity.
- Maintenance operations involve managing the planning, coordination, and oversight of preventive, corrective, predictive, and emergency maintenance activities for facilities, infrastructure, building systems, equipment, and operational assets to ensure continuous operations and regulatory compliance.

- Bachelor’s degree in engineering, facilities management, construction management, business, or a related field.
- Master’s degree in engineering, facilities management, construction management, business, or a related field.
- Professional Certifications:
- Certified Educational Facilities Professional (CEFP)
- Certified Facility Manager (CFM)
- Professional Engineer (PE)
- Management-level Experience:
- Managing deferred maintenance planning and asset lifecycle management.
- Working in a unionized environment with represented employees.
- Contracting, procurement, or regulatory compliance processes.
- Collaborating with capital planning, design, and construction teams.
