Addictions Program Specialist 2

Functioning as a Program Manager, the Addictions Program Specialist 2 will oversee assigned counties and programs, coordinating with Local Governmental Units and OASAS to ensure effective and efficient service delivery.

Responsibilities

  • Conduct meetings, site visits, and Comprehensive Site Reviews according to agency requirements.
  • Review, negotiate, and approve Prevention Workplans.
  • Review, negotiate, and approve program budget submissions, budget change requests, and spending plan modifications.
  • Prepare and present a comprehensive assessment and recommendation at the annual Program Review/Budget process, including preparation of the Budget Review and Compare and Management plans as necessary.
  • Assist in the development of Capital projects by reviewing the scope and ensuring fundable requirements are met.
  • Represent OASAS on various committees and workgroups as assigned.
  • Review certification applications submitted by service providers and identify significant issues of concern.
  • Routine travel in the Downstate District area is required (approximately 35%), occasionally to areas not served by public transportation.

Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, meaning no examination is required, but candidates must meet the minimum qualifications. Temporary appointments may be made, with the possibility of conversion to permanent non-competitive status pending Civil Service Commission action.

Permanent Qualifications:

  • Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment, or
  • Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23, or
  • Eligible for transfer under Section 70.1 of the Civil Service Law, or
  • Either:
    • A bachelor’s degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders, or
    • A master’s degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.

Pay

The salary range reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range), plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
