Addictions Program Specialist 2

About the role

The Addictions Program Specialist 2 will review complaints and conduct investigations to determine the validity of complaints made against OASAS credentialing addiction professionals and applicants-in-process. Routine travel, including overnights, is required (approximately 25% to areas not served by public transportation). This position requires excellent writing and grammatical skills, the ability to navigate Teams and Webex, strong organizational skills, and the ability to prioritize work assignments.

Responsibilities

  • Under the direction of the Supervising Investigator, gather data and conduct fact-finding interviews to assess complaints received
  • Prepare investigative plans and conduct investigations of complaint cases
  • Manage active cases, including transcribing recorded interviews and preparing summaries of information gathered
  • Prepare investigative reports and summaries for the Credentialing Unit, OASAS Counsel’s Office, OASAS Credentialing Committee, and/or hearing officials
  • Provide testimony at hearings as necessary
  • Assist in handling telephone inquiries
  • Other duties as assigned

Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. Agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without having to compete in an examination, affording all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Permanent Qualifications

Candidates must meet one of the following:

  • Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment
  • Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23
  • Eligible for transfer under Section 70.1 of the Civil Service Law
  • Either:
    • A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders
    • A master's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders

Additional information

The salary range reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.

The Public Service Loan Forgiveness (PSLF) Program allows public service employees to have the remaining balance on direct loans forgiven after 120 qualifying payments are made under an accepted repayment plan while working full-time for an eligible employer.
